With increasing investment in environment protection of power plant, the production cost of per-kilowatt electricity will directly determine the bottom line of price bidding and profitability of power plant. Therefore, it is necessary to make a study on cost management of desulfurization project and establish a scientific and rational cost management system for the project. The system will not only guarantee national economic benefits, but also improve economic efficiency and enhance the power-generating enterprises'competition capacity. With the above efforts, the enterprises can promote their healthy and sustainable development.By combining the cost management theory with characteristics of the project, this thesis discusses the cost management of power plant's desulfurization project in different stages. Taking Guohua PanShan Unit 2×500MW power desulfurization project as an example, it studies cost determination and control in decision-making stage of the project, optimization of desulfurization technique in designing stage, the comprehensive evaluation method in bidding stage, the integrated management of cost and progress by applying the Earned Value Method in implementation stage. In the last part, the author draws a conclusion and brings out subjects to be studied further.
