This dissertation, based on a comparative analysis of Hi-New-tech Zone (HNTZ) development experience of the world, aims at providing some policy choices for China's development of HNTZs.In the 20th century, especially the latest 50 years, science and technology have been developing rapidly in the whole world. They, Hi-New-tech in particular, are playing a more and more important role in economic and social progress, and are having decisive and revolutionary influence on the economic structure of the world and power balance among nations. In order to become the economic commanding point of the world and improve internationally competitive power and overall national strength, every country has worked out HNTZ research and development plans. As an important base for Hi-New-tech industrialization, HNTZs have attracted great intention of all the counties in the world for its significant role in accelerating technology innovation and developing High-tech. Setting up HNTZs has now become a global trend. The combination of industry and technology resolves the problem of separating technology from economy, and facilitates the transfer of discoveries and inventions into the industrial area, making economic and social profits.Sine mid 1980's, China has started to search for suitable ways of developing its own HNTZs. After nearly twenty years, HNTZs have become the window through which China is open to the outside world and the base for its Hi-New-tech development, playing an important role in practicing reform and opening up. However, HNTZs have gone through a rather bumpy road in China. As a newly born child in the reform and opening-up, it has no ready pattern to follow. Neither can it wait until a perfect blue-print is at hand. It has no choice but tremble and march in practice, destined to be confronted with problems and drawbacks. Along with the expanding of opening-up, HNTZs are faced with competition with other areas which are also open to the world in the international exchange. The advantage of preferential policies at the setting-up stage is now decreasing gradually. In terms of absorbing international capital and High-New-tech, HNTZs are also confronted with fierce competition with other countries and regions.Under such circumstance, the objectives of this dissertation is reviewing the achievement of HNTZ development in the world, learning from their successful experience, analyzing existing problems, searching for regularity and future trend of...
