Although VC has high risk, it is still favored by high-tech park. The enterprises and projects in high-tech parks have the characteristics of high risk and high yield, which is in line with the needs of VC. Therefore, the VC tends to invest in favor of the enterprises and projects in high-tech parks. VC has the characteristics of high risk and high yield. But the high-tech enterprises in the initial stage has relatively high risk. The failure rate of the VC is as high as 50%, according to the relevant data. So the key point is to ensure that VC will not lose money, and also to help the smooth implementation of the project.The high tech park is characterized by the talent-intensive, environmental openness, to develop high-tech projects as the goal, to put universities, scientific research institutions and enterprises together for scientific research, economic and social development. The High-tech parks are comprehensive bases for the transformation of science and technology into production. In the high-tech park, controlling the investment risk in order to ensure the success of the project investment becomes an important management content of high-tech park.CAEP Chengdu Hi-tech Park was established in 2009. According to the initial design, its original intention is to continuously enhance the scientific and technological innovation in the park according to preliminary design. and constantly strengthen exchanges and cooperation with foreign countries, and constantly introduce high-end technology talents. The goal is to create an innovative scientific and Technological Park in Chengdu, which has a huge impact on the academic research and national development strategy. CAEP Chengdu High-tech Park has got strong supports from CAEP and Chengdu Shuangliu government in the process of development. But there are great risks as a high-tech park. In the developed countries, the development of the high-tech park is mainly based on social capital with the assistance of government financial. So, the current development model of CAEP Chengdu Hi-tech Park mainly via government finance has been unable to meet the needs of social development. The important development strategy of CAEP Chengdu Hi-tech Park is to find out ways to establish the system of improving the investment risk control, opening up better financing channels and introducing social capital to enhance the development of enterprises and projects in the park.In this paper, the research object is the establish of the VC investment system of CAEP Chengdu Hi-tech Park. The subject of this paper is to establish a sound VC investment system to enhance the healthy development of the park. The basic theory is in the introduction part of this paper, in which introduce the background and significance of the research on the VC investment of high-tech park, and put forward the research ideas and framework of this paper. Based on the analysis of the dialectical relationship between VC and high-tech park, this paper analyzes the establishment of the VC investment system in developed countries and domestic typical regions, and puts forward some reference. On the basis of the above analysis, the paper puts forward an idea of the VC investment system for CAEP Chengdu Hi-tech Park. A detailed design will be introduced, from the design of VC fund system, the establishment of VC exit mechanism, the improvement of macro-investment environment, and to the correction of the unbanlanced information system. Also, through the analysis of the VC investment of the thin film photovoltaic panels prepared by copper indium gallium selenium method, the feasibility study of the project is put forward. Finally, the behavior of CAEP in the process of the establish of the VC investment system for CAEP Chengdu Hi-tech Park is analyzed in order to improve the VC investment system of CAEP Chengdu Hi-tech Park. |
