Research On Value Evaluation For The Assets Of Forestry Biodiversity

Since the 1980's, the issue of the protection and sustainable use of biodiversity has been arousing the attention in the world. A lot of experts and scholars have doing many researches on the evaluation theories and methods, which are the base of the protection and sustainable use of biodiversity. This dissertation, based on the research results of predecessors, in a viea to promote the protection of forestry biodiversity and capitalized management of forestry biodiversity, complicated system, by means of the combination of the norm analysis and evidence analysis, from the angle of capitalized Management, introduces the stakeholder theory, participation theory and self-organization theory etc, into the process of the classification, evaluation and protection mechanism of the assets of forestry biodiversity. The dissertation also take cases for the study on specific districts.With the only efforts from government and without the participation of society, or the values of people, or the caltivation of protection sense from the community, or the inside organic relations with the stakeholder groups, the aim of the forestry biodiversity protection will never come true. In accordance with the conditions for assets and the characteristics of forestry biodiversity, the dissertation gives the attributes of the assets of forestry biodiversity, and makes the value classification by combining the forestry biodiversity assets, values of main stakeholder groups. In the meantime, the dissertation from the point of protection organizations, who are the core of stakeholder groups, classifies the values of assets of forestry biodiversity into three kinds of assets, ie: living being assets, ecology assets and social assets. Furthermore, the dissertation establishes a valuation inde system including 3 evaluation standards, 13 evaluation indexes, 41 dynamic monitoring indexes along with measuring method. On the base of the results we can make further evaluation.The dissertation summarizes and discusses 3 kinds of evaluation methods ( mainly adopted worldwide ), namely market price method, substitution market method and imitation market method ( hypothetical market method ), considering different methods should be adopted catering to different values of assets of forestry biodiversity.
