The continually-developing theory of public goods in Western has already led experts' eyes from the discussing on traditional conceptions to the analysis on these issues about supply-demand of public goods and free-rider, ect. This change has also been influencing our country. The study on supply of public goods is certain to relate to governments' behaviors. This especially attracts our scholars' attention to Chinese reform. Comparing to the "high" condition of the study on governments' economic behaviors in private goods market, this same issue in public goods market has still been in the beginning stage. So, the governments' economic behaviors in public goods provision becomes the theme of this thesis. This thesis analyzes that the government, as a participant and arbitrator in economic society, how to make decision, to provide public goods, to finance and to regulate in public goods market, and judges which behaviors are effective, which are ineffective. During the transition from plan economy to market economy, the government which acts as different roles has to deal with the relationships with other bodies in those behaviors, the efficiency of which is greatly effected by these relationships. In the empirical part, the theoretical framework are applied in the case of the urban water industry in our country. On the basis of theoretical and empirical analysis, a series of governments' behaviors standards which is fit to the public goods market has been produced. It will be availed to the reform of public goods provision mechanism and to the improvement of the government's ability. It also is this thesis's chief value and study objective.Different characteristics of public goods produce different public goods markets, in which the government should adopt different bonds with private bodies. According to the market characteristics of public goods, all kinds of public goods are born and produce three public goods markets: competitive market, monopolistic market, and mixed market.
