An Economic Explore Of Public Goods Effective Supply Under The Background Of New Urbanization

The fundamental pursuit of new urbanization is to improve the quality of the development of urbanization; the effective supply of public goods is the basic guarantee for the coordination of healthy development of urbanization. Then it gives respective suggestions on the reform of urban planning to conform it to the trend of society and economy proceeding from an economic view.First chapter of the article introduces the research background and significance, as well as the focus of the study, ideas, methods and framework of research ideas. The second chapter defines related concepts and reviews the progress of related research. The third chapter, with application of the basic principles of public economics, forms a theoretical perspective to explore how to coordinate the relationship between registered population and external population in the process of the equalization of basic public services and the necessity of the coexistence of the diverse supply mechanism under the influence of diverse demands. Moreover, it elaborates the features and tendency of benefit of the three supply mechanism. Furthermore, exploration of the measures to coordinate the three mechanisms using public choice theory is included. In the forth chapter, this article emphases the importance of the effective supply of public goods in securing the sound development of urbanization from an economic view and offers relevant suggestions. In the fifth chapter talks about the defects of the current mechanism and thus points out that the nature of current policy design as well as institutional adjustment is the redistribution of public interest. In order to improve the situation, coordination of interests and establishment of a system, which includes the core as incentive mechanism, is needed. Various types of mechanism can performance effectively under an efficient institutional framework.In the sixth chapter, According to public economics and urban planning new trends, in order to adapt to the new stage of development, urban planning should establish a coordination mechanism of multiple interests.
