In our real life, quasi-public goods are more common than pure public goods. Quasi-public goods are closely related to the people's daily life. Under the condition of market economy, quasi-public goods have the nature of commodity, therefore they also have price as any other goods. However, in fact there are many different factors such as the market which quasi-public goods are in is not fully competitive market, the existence of the "market failure" as well as the special role of quasi-public goods, which decide the price of quasi-public goods, so the price can not depend on market regulation entirely. In order to improve use efficiency of resource and safeguard fairness of our society, it needs the government who is on behalf of the public interests to play an important role in the price formation of quasi-public goods.This paper begins with the relationship between government and market to study the government's role in price formation of quasi-public goods. Analyzed the relationship between value and price and the supply and demand affects the price, focused on analyzing the leading role of government in the supply of quasi-public goods, and described the role of government in the price formation of the quasi-public goods. On the other hand, the Government should be a coordinator, coordinating the relationship of suppliers, consumers and other parties and at the same time to meet the demand of public's interest, achieve a better balance between supply and demand of quasi-public goods, as well as optimize the use effective of resources. In order to explain the study clearly, this paper takes the price of tourism ticket and water of abroad as a case to summarize the successful model of abroad. From China's national conditions, this paper focused on the analysis of the achievements and problems of the city water reform in our country. Finally, with the analysis of home and abroad and from the government's perspective, this paper gives a set of policy proposals about government's in the price formation of quasi-public goods.
