In the times of heavy chemical industry, main developed countries are characterized with mass production, mass consumption and mass waste. However, it is otherwise in China. Because with large population, less resources and fragile eco-environment, China has lost the condition of using the model like the developed countries ever did, chief productive materials such as steel, aluminum, cuprum and oil are insufficient, together with the energy constraint, the environment appears partial better but aggregative on the whole. In order to keep the rapid economic growth under the constraint of resources and environment, the pattern of economic growth has to be changed, and circular economy or recycling economy becomes the only way.Based on the right understanding of the relationship between circular economy and scientific concept of development, the central committee pays much attention on the issue of developing circular economy. On the meeting of population, resources and environment in 2004, President Hu Jin-tao pointed out that the economic development pattern should be transferred quickly, and the view of circular economy should be carried out in the development of regional economy, urban and rural construction and product manufacture, so that the resources can be utilized to the maximum. Meanwhile the discharge of waste should be reduced, and the ecology in benign cycle should be realized step by step. He emphasizes that the work of population resources and environment is vital to build up and fulfill the scientific concept of development. In the Fifth Secession of the 16th National Committee of the Chinese People's Representative Conference, President Hu also points out that saving resources should become the basic national policy, developing circular economy and protecting the eco-environment, speeding up the construction of resources-saving and environmental friendly society, coordinating the relation of economic development and population resources and environment should be harmonized with each other.
