Study On The Scientific And Technological Supporting System Of Circular Economy

Since the concept of circular economy was introduced into China in the late 1990s, it has imposed a broad impact on China's economic and social development and was attached great importance by the leaders. China launched a nationwide circular economy pilot demonstration project, explored the developing models and made a series of achievements. 2005, the State Council issued "some views to speed up the development of circular economy ", defining the guiding ideology, basic principles and main objectives of the development of China's circular economy. To speed up the development of recycling economy has become a strategic decision to carry out the scientific concept of development, build a well-off society, and implement sustainable development strategy.Development of circular economy badly needs the support of science and technology. Research on the critical and general technologies of circular economy will have academic value and practical significance to the promotion of China's circular economy development. Based on Shandong Province Scientific and technological Development Plan (soft science) tender "Study on developing circular economy and building a technical supporting system of a harmonious society", this paper did a research on the technological demands and the scientific and technological supporting system of circular economy. It will strengthen the government's decision-making ability in the field of scientific and technological policy, speed up the establishment of scientific and technological system of circular economy and provide theoretical supportive and methodology guidance to the comprehensive and scientific development of China's circular economy.This paper covers the following aspects:1. Research on the developing model of circular economy based on the scientific concept of development. First, sequence the course of theoretical and practical evolution of circular economy in China; (1) Experts and scholars introduced the concept of circular economy and studied preliminarily in theory; (2) Advanced provinces and municipalities took the lead in the economic cycle design; (3) State Environmental Protection Administration organized recycling economy pilot demonstration, to start a boom of circular economy in theory and practice; (4) Recycling economy rose to be the national decision-making and China entered into a new stage of the full implementation of circular economy. Then according to China's background of the development of circular economy as well as the practical features, the developing models with china characteristics were raised. At last, the essence, connotation and features of circular economy and the main channels and areas of focus of circular economy development were determined.2. Research on the technical demands and technical system of circular economy. According to the developing models, the main channels and areas of focus, the technical demands of each developing model was analyzed and related technologies were integrated to form a complete technology system. At last the main technology fields were determined.3. Research on the scientific and technological supporting system of circular economy. The structure, operating mechanism and running target of the system were studied. From the angles of the setting and integration of institutions, the building of system and the building of mechanism, the technology research system, the transform and promotion system of technology achievements, the intermediary service system and the management and security system were treated separately.4. Research on the building of the scientific and technological supporting system of circular economy. Analyze the building measures such as diversified input mechanism, economic incentives policies, scientific and technological cooperation, scientific and technological information exchange, and the cultivation of technological talents.This paper puts focus on the study of the developing models, technology demands, technology system and scientific and technological supporting system of China's circular economy. It innovates on the technical line of circular economy study. Relatively complete developing models, technology system and scientific and technological supporting system are constructed preliminarily.Due to the limit of time, energy and research ability, the paper has a certain deficiencies. For example, the analysis of technology demands is not embedded enough,the scientific and technological supporting system is not so comprehensive, and so on. Further research is needed to enrich and consummate the paper.
