In July 1996, the central government made a decision that residential housing would be a new economic-growth-point and hot-consumption-point, which hugely promoted the development of residential house market. With the guidance of macro economic policies, commercial house market achieves a great progress. In 1998, the State Department issued a notice about ulteriorly deepening housing system reform and speeding house construction in cities, which formed a new-period policy frame of house construction in China. This new policy frame put forward a new house supply system that was mainly establishing and perfecting economical houses. However, after several years' accumulation, the commercial house market deposited a lot of problems. Among all these problems in real estate industry and residential house market, people focused on the sustaining rise of house price in large-middle cities in recent years and that if there was a bubble in China's real estate market. The problems that residential house market presented communicated such a sign to people as follows: under the policy frame of housing classifying-supply system put forward in 1998, China's residential market has got a great development, but its development complexion has already deviated the housing classifying-supply system far away. In other words, economical houses don't become the major products in residential houses, while commercial houses achieve obvious success. At the same time, the following real background presents when reform reaches at present: building easy society across-the-board, urbanization developing with high speed and harmonizing interest relationship across-the-board...
