The Regulation For The Competition

During the pivotal period, the lag of system, management, economy, technology and consciousness had caused a series of problems on the landscape resources conservation and development. In these problems, system limitation and unsuitable management are the essence that had resulted in the serious unbalance of the landscape resources conservation and development under the competition. So it is very important to constitute the new management model for the competition. And the model will provide direction and reference for the landscape resources conservation and development.According to the present condition of landscape resources, the meaning, and drawing lessons from the advanced management experience of national park in United States, Australia and Canadian, all of the principle, function and method of the new management model are concretely expounded. Based on the New Institutional Economics, New Regulatory Economics and New Public Management theories, this model is really for the effective competition and the government regulation. Aim at it, this paper put forward several measures. These measures include setting up the independence system of management, transforming the government functions, clearly defining property rights, and multiform transaction of property rights in the market. All of these measures should improve the efficiency of landscape resources protection and development, and ensure the realization of strategic target.
