Study On System Reformations Of Geological Work And Commercial Exploration Of Mineral Resources

It has passed nearly 10 years since the beginning of market-oriented reformation in geological work system of China, and a remarkable success has been achieved in this reformation. However, generally speaking, the market-oriented reformation in geological work system, especially the reformation in commercial mineral resource exploration system and its operating mechanism innovation still lags behind economic development and socialism market economy system reformation in China. Presently, commercial mineral resource exploration is not developed, which becomes a barrier to the development of mining industry and even national economy. Therefore, much attention has been paid on the development of commercial exploration for mineral resources. A summarization of the variation of management system in geological work during planned economy and its reformation during socialist market economy in China combined with an analysis on the major problems occurring in the management system has been carried out in this dissertation. On the basis of the summarization and analysis, a frame of the objective model for reformation in system of geological work has been put forward through theoretical analyzing and authentic proof studying. Meanwhile, aiming at the urgent need of strengthening commercial mineral resource exploration, a further study has been made on the operation and development of commercial mineral resource exploration within the frame of the objective model for reformation in system of geological work. This leads to propose an objective model for reformation in system of commercial mineral resource exploration.The following are major achievements obtained in this dissertation:1. A process of the variation and reformation in system of geological work during new China construction is divided into two phases. The first phase is in the planed economy period, and the second phase is in the socialist market economy period. An evaluation is made on the system variation and reformation effect in the two periods.2. Geological work is divided into two types, of which one is for commonweal, and the other for commerce. A systematical discussion is made on the function positioning, work extension, operation mechanism and organization for each type, leading to put forward an objective model frame for reformation in system of geological work and an objective model for reformation in system of commercial mineral resource exploration.3. A suggestion of better integration of exploration with mining as the object of reformation in organization of mineral resource exploration is proposed with a proposal of putting forward the model of the integration and some countermeasures for promoting this integration.4. A proposal of setting up a diversified system of investment and financing for mineral resource exploration as the object of reformation in mechanism of investment and financing for mineral resource exploration is put forward with a suggestion of some countermeasures for advancing this reformation in China.5. It is suggested that the model of the two kinds of companies to get mineral regions for exploration through the three ways and to obtain their profit by using the five basic methods should be applied in organization and operration of mineral resource exploration.6. Some suggestions in policy concerning the aspects of government deeds, finance, taxation, capital market and market environment of mining rights are put forward for strengthening geological work and developing commercial mineral resource exploration.
