In the opinion of economists and other public affairs analysts, the incompatibility between government and market is normally considered as the essential issue of economics. On the one hand, since the market is susceptible to failure, the government emerges specifically and overall competently to rectify the market failure. On the other hand, the market is believed to function efficiently and effectively; in that case, the government is not the remedy for market failures but rather the cause. As a matter of fact, it is impractical to suppose one system can always surpass the other. The reality is complicated, for both the market and the government have disadvantages. Therefore, any attempts that mechanically adjust the reality to the "government-market" dichotomy will be frustrated.This article derives from a simple and platitudinous starting point. That is, undeniably, neither the government nor the market, each with unavoidable drawbacks, is the ideal system. In fact, each system functions under the powerful influence of the other. The evolution of both the government and the market is not only impacted by chance and historical factors, but it also relies on the reciprocity of these two systems. What should truly be concerned and understood is how the integrated system of the government and market resolves the obstacles, such as the divergence of profits, information asymmetry, incentive mechanisms, that prevent it from normal functioning. Thus, this report provides a scheme for analyzing these existing problems. Under this scheme, power serves as a bridge, connecting the government with the market. The relationship and effects between the government and the market are assessed through the investigation into the power locomotion of certain dominant countries (or governments). Furthermore, this scheme can enhance the rationality for surveying the government and market; as a result, harsh blames for the government power and blind beliefs in the effectiveness of the market can be avoided.Considering the government power in the course of Chinese Economic Reforms as the subject investigated, this thesis substantiates the above ideas by analyzing the spatial practice of the state power. In addition, these analyses are based on the Public-Choice Theory, assuming that under restricted conditions, the government represents the self-interest preference of the "rational economic man".First of all, it is claimed in the article that all the social political relations are relations of power; consequently, the social political relations within the integrated system of government and market constitute the power space. In the social practice, since distinct social political relations and divergent social economic conditions vary among the corresponding areas, the relations of power are manifested differently according to different areas. These distinctions represent the divergence of social economic efficiency and space change.Next, the course of movement and the impacts of the state power, which is supreme in the process of China Economic Reforms, are surveyed in terms of time and space (including social space and geographical space). This investigation clarifies that, under the specific historical and national parameters, the main feature of Chinese economic performance is the mutual reliance between the political power and the market structure. Moreover, the relationship of the government and the market is proved to act in accordance with the reciprocal development logic, which clearly differentiates from both the simple dichotomy and the debate on whether one system beats the other.Based on all the studies and analyses in this report, it is finally inferred that the government and its act of authority comprise not only the rational logic and the major advantages, but also the restrictions. Nonetheless, the constraints, especially the expedient of the government departments and its officials, the transaction cost induced by the information asymmetry, and the peremptory authority itself, would probably impair the social economy, and thus counteracts the positive effects of rationality and advantages.
