In contemporary world, regional economies' dynamic trend means the regional integration and coordinate development of cities and countries, but as a big developing country, China's dualistic structure and regional gap is very obvious because of its geographical features, natural resources, population situation, infrastructure, distribution of production power, market mechanism, technical level, cultural conventions, ideological notions, and the difference of social and economical development. It can predicted that regional gap will be enlarged in the future ten years and if regional and city-country gap interweaves and inter-vibrates harder, economical development, even social development will be damaged to a high degree. So it will take a long-term and hard tusk to solve China's regional problems, which is attracting more and more attentions.Growth pole means that some industries with innovating abilities which can push them to develop integration in some certain regions or cities, which will obtain advantage development and form some economic centers. Generally speaking, growth pole is the foundation for regional economy, in whose course regional gap can be shortened little by little by its own development and by its absorbing and enlarging ability to accelerate the development of its surroundings and other regions. So it is obvious that growth pole is an effective way to solve the regional problems in China. This dissertation will analyze the theory of China' growth pole and its working mechanism in the light of solving China's regional problems and expound its dynamic system, establishment and its position in municipal cities so as to describe the blueprint for China' growth pole. Some main viewpoints and contributions:The dissertation uses municipal cities which are the inferior regions in China as the subjects to analyze China's regional economical development. Municipal cities are basic cells of China's regional economies and in a very important position in China's economical development, whose development determines Chinese countries' developments, the course of urbanization, and China's economical development, which are in the third level in Chinese government's administrational skeleton and in the fourth level in China' growth pole, which can connect countries and capitals of provinces, other cities which are bigger than these capitals, and China' growth pole in some big deltas which are in high level in economical development. Today, there many researches on some China' senior growth poles which are in high levels, such as Yangtze River Delta, Peal River Delta, regions around the Gulf of BoHai, and some old industrial bases in Northeast, but there are very few on municipal cities which are regarded as China's inferior growth pole. The main contribution of the dissertation is to use municipal cities as subjects so as to provide theoretical reference for China's regional economical development. For the first time, this dissertation expounds the capitals of China's growth pole, and induces the theory of growth pole by analyzing some plural interest subjects and their relationship, the connection between different industries in these regions and industry integration's pushing power for China's growth poles, the combination of the government's role in guidance and market mechanism, and the compatible relationship between developing efficiency and fairness. This discourse discusses the interests, costs, effects and fairness of China's growth pole and draws the conclusion that regional gaps can be leveled in some certain time and space. In terms of time, China's growth poles' dynamic development process means their converging and enlarging effect competes each other, and in terms of space, transportation costs may be higher and the converging and expanding efficiency will be lower with the expansion of space because China's growth poles can promote the economic development of central parts of surroundings by the rule that long distance will decrease the efficiency, and vice verse. But China's growth pole's development cost is exhibited by the expansion of different regions. One of the China's growth pole's aims is efficiency and fairness, whose dynamic result of gaming shows that they are compatible. However, unfairness can not be avoided in pursuit of efficiency and if the rate of unfairness is too high the efficiency of growth poles will be affected ,which requires that the law of fairness and efficiency must be studied and the two aims must be limited in a certain range. The dissertation treatises on the dynamic mechanism of the growth pole by way of systematic theory for the first time. The development of China's growth pole has five different dynamic mechanism, which forms a closed-loop system that works simultaneously, as demands that these mechanism should be strengthened in order to push forward the effects of China's growth pole, on the one hand; on the other, we must strengthen the closed-loop system to promote the holistic effect of China's growth pole. This dissertation uses every extending theory or mode to analyze the system of China's growth pole and concludes that the development of China's regional economy depends on the carrier of all kinds of growth poles and the systems they form, the holistic effect of converging and expanding which bring the system of growth pole into play in market mechanism, and integrate regional resources so as to form a long-term system for China's regional economic development, and solve the problem of regional gap and the gap between cities and countries. That is to say that to found the system of China's growth pole is a basic way to solve China's regional problems. In a word, this dissertation expounds the basic routes of China's growth pole's development and future direction of China's regional economy, which can provide some theoretic and practice reference for further reform and development of China's municipal cities and regional economy.
