The tide of industrialization started from 1760s swept all over the world, during which capitalist countries one after another finished industrialization while developing countries began to explore the industrializing path. As we stepping into the 21st century, intellectual economy starts to appear, so that our country puts forward a mission to take the path of a new industrialization. Through the analysis of the strategic innovation of the new industrialization in China, which is followed by the exposition of the industrialization and its theories, this paper is to probe the new industrialization theories, to build the framework of this theory, and to advance the developing strategy for our industrialization, providing theoretical basis and practical guide for the further realization of modernization, which also has the practical significance for solving most of the problems existing in the development of the economy and society of China.In addition to the introduction, there are five chapters in this paper, with their main points as follows:Chapter One: General Theories of Industrialization. Marxism says the process of industrialization is at the same time the processes of commercialization and marketization. It puts the emphasis on the issue that it is the country that is responsible for the initiation, organization and management of the foundations of the industrialization system, with its point of developing heavy industry to give an impetus to agricultural development. Deng Xiaoping's theory of building the socialism with typical Chinese characteristics values the basic function of market and emphasizes the functions of the open policy, regional coordination, accumulation acceleration as well as fast development. The authorities of the western development economics have different understandings and the expressions about the industrialization. Generally, they seldom realize the function of a nation; instead, they prefer a kind of"pure economy"analysis, stressing the research of the changes of industrial structure. Industrialization is regarded, in this paper, as an essential part in the process of economic development. Moreover, the definition, the process, the theoretical division of different phases of industrialization, and the concepts of modernization and information process are also discussed in the paper.Chapter Two: Theoretical Review of the Industrialization Path. The industrialization path means the principles, means and the system with which industrialization is achieved. The major train of thought of the early western development economists is the structuralism, in which they believe that developing countries should go on an industrialization path which is plan-orientated, government-intervened and import-substituted. The opinions of Marx and Engels tend to summarize and conclude the history of western and European industrialization, while those of Lenin, Stalin, Mao Zedong and Deng Xiaoping mainly focus on the theories and ideologies of the industrialization paths of socialist countries. There are two types of the industrialization paths: the traditional and the new. The traditional one means a path which all the countries with a two-dimension economy have already taken. The new one refers to the inclination to the promotion of industrialization through information process and to accelerate the information process by the industrialization, so as to find a path with more and higher technologies, better economic performances, lower resources costs, less pollution, and full utilization of human resources.Chapter Three: The Comparison of the Traditional Industrializations in the World. This chapter focuses on the analysis, summary and comparison of the industrializing practices in the countries of the world. Viewing from the perspective of the economic systems applied in these countries, four industrialization modes, generally speaking, can be classified, i.e. the industrialization modes of the capitalistic free economy, of the capitalistic imperfect market economy, of the socialistic central-plan economy, and of the socialistic market economy. China, whose industrialization has not been totally accomplished yet and who is still in the first phase of the middle stage of its industrialization, has generally been through the last two modes.Chapter 4: The Profile of the New Industrialization Path Chosen by China.The new industrialization path China has chosen now is the one which is full of the newly-condensed experiences and lessons from the traditions. This path, which sets its base on the foundations of the economic globalization, the fundamental realities of our country, and the three-dimension economic pattern, and which is paved with the scientific developmental outlook and the motivating innovations of the techniques and regulations, is supposed to be through step by step (referring to the phases as divided) through the new developing strategy, targeting at the accomplishment of total industrialization by and large by 2020. The Chapter explores the basic characteristics of the three-dimension economy and its influences to industrialization, and sets up a new six-fields-and-twelve-indicators industrialization-index system, which is concerning the general target and the six fields of which are the economic development, the structure transformation, the profit and efficiency, the environment and resource, as well as the growth of society and human being. This system is regarded as the reference to examine the degree of accomplishment and to divide the phases within the process of this new industrialization.Chapter 5: The Strategic Innovation of the New Industrialization Path Taken by China. According to the requirements of the scientific developmental outlook, it is a must for our country to take innovative measures on the operation of the strategy concerning the path and the target of the new industrialization China has chosen to accomplish, and eight strategies, including the sustainable development, the open policy and the information-led industrialization, are suggested in this chapter.There are four suggestions supporting the innovative measures. (1) The new industrialization theory can be further based on the modern three-dimension economy structure, which is an economic form consisted of the agricultural economy, the industrial economy and the intellectual economy, and which has profound effects over the new industrialization. (2) The exploratory proposals concerning the characteristics, the destinations, the motivations and the carry-out steps of the new industrialization are listed, and the framework of the new industrialization has been set up. (3) The index system which is applied to measure the degree of accomplishment of the new industrialization is explored. This system, which includes the six fields and the twelve indicators, is designed according to the requirements of the scientific developmental outlook and from the perspectives of"five overall plans". Its job is to examine the effectiveness and to measure the degree of accomplishment of the new industrialization. (4) On the basis of the degree of accomplishment, three phases have been divided initially, including the preliminary, the middle, and the later.
