| As contrasted with theoretical study of foreign scholars on the history of economic development zones, China's economic development zones on the theoretical study and practical exploration was only 20 years. Although economic and technological development zones acted as the forefront and window of reform and opening, there were still limited theoretical research results in such field, and the depth and systematicness of research needed to be further improved.This paper adopted cross-discipline analysis approach including industry economics, management science, institutional economics, and regional economics analysis to bring forward the development model of developed region based on the supporting systems combing urbanization and regional economic development, investment and financing systems, industry clusters from the perspective of systematology and conducted a deep and systematic study of such five supporting systems. The full text was divided into six chapters:The first chapter was a review study; it collated the current academic theories about the development of economic development zones, conducted a comprehensive analysis and comparison of the development history of domestic and international economic development zone, appraised the development model of the economic development zone, and brought forward the perspective that the support system of development zones composed of regional development, investment and financing systems, industry clusters, and management system.Chapter II is about the study of interaction mechanism between the economic development zone and the region. In this chapter, the perspective that economic development zone must integrate regional economic and social development and the improvement of urbanization level, promoting each other and supporting each other.One the one hand, economic development zones had significant effects on regional economic development such as radiation, structural change, growth "pulling belt", system demonstration. On the other hand, the development of economic development zones was conditioned by a variety of factors from regional economies and urbanization, such as fund, environment and policy .Through the balanced development between the two, the development level of economic development zones, regional economy, and comprehensive benefit of urbanization will be overall upgradedChapter III is about status and development mode of investment and financing of Economic Development Zone. Capital bottleneck has been a common problem encountered in the development zones at all levels. It began with a review and comment about characteristics and history of the investment and financing for development zones, then conducted an in-depth analysis of the reasons for this phenomenon causing, and finally brought forward the new ideas and approaches of the reform of investment and financing system as well as financial innovations of the development zone based on practical experience of investment and financing of the international and domestic development zones.Chapter IV is about the study of development model of industrial clusters, the driving force of development zone. Firstly, a summary was conducted about conditions for the development of industrial clusters and the practices of industrial clusters development home and abroad, then, the development models were brought forward included industrial clusters with congregated space, industrial clusters relying on specialized market, industrial clusters with network, industrial cluster with halfback model, and"little giant"development model relying on agglomeration, lastly, strategy and measures of industrial cluster development in China's economic development zone were brought forward base on s a in-depth study of the existing problems and causing reasons of the development of China's economic development zones relying on such models.Chapter V is the study of organization and management model of economic development zones.The management system of economic and technological development zones is different from the general administrative or economic zone and also different from a section or industry, it requires close cooperation and co-ordination among administrative departments in the zone to provide a good environment for investors and operators by improving work efficiency and service quality. In the new stage of development, the current management system of China's economic and technological development zones was in need of innovation, this paper adopted the research results of modern management theory on the organization and management, combined the law of self-development of economic and technological development zone, and brought forward the basic principles, ideas and innovations of management system on China's economic development zone under the new stage.Chapter VI, the study of development model transformation of the development zones was conducted on the basis of the above five chaptersThe paper brought forward the perspective about constructing a comprehensive economic development zone system by forming a new system of development zone based on improvement of intensification level and sustainable development, developing special development zones, and implementing of the system of human resources and innovation, from the view of economic and social changes home and abroad as well as exploration to the opportunities and challenges faced by China's development zones under a new stage. |
