The Research About Balance Of Cultivated Land Based On The Main-functional Zones In Chongqing

The main-function zones making of Chongqing is an important work for district sustainable development and rational utilization of land.As an important resource and the largest stock assets of the main-function zones,the land utilization will meet many problems with different development and functions of different zones.According to main function definition,industrial layout,land use,population situation and social and economic development level of different main-function zones,to put forward distinction rules is an important guarantee for successful implementing for balance of arable land of every main-function zones.Based on related main-function zones research,the author of this paper has deeply analyzed the social and economic situation,and located the industrial direction and function of every main-function zones of Chongqing.After that,the reserve arable land resources and the balance of arable land in every main-function zones have been researched.As a result,there are many problems in the balance of arable land at present.Furthermore,the study has proposed the research objectives,principles and standards for the balance of arable land of the main-function zones.Finally,the study has proposed the policy measures and evaluation system suitable for different main-function zones of Chongqing.The whole research of this paper has revealed following results:1.The reserve arable land resources of Chongqing are scarce at present,and distributing centralized relatively with distinct difference between areas.2.For balance of arable land,there have such main questions as low quality of supplement arable land, irregular management rules,lack of consciousness of environmental protection.3.For key zones of development:to gradually increase the intensity of the market in the allocation of land resources,to vigilant and guard against the risk of the government management of the land;to test the increase in urban and decrease in rural of construction land;to establish compensation mechanism of protected farmland;to provide the principles,methods and related systems of substitution of basic farmland in different places.For optimizing development zones:to optimize of construction land supply structure, and promote the coordinated development of urbanization;to strengthen the market in the allocation of construction land,to discuss the government gradually withdraw from the monopoly of the means of supply of land;to strictly control the increase of construction land,to make good use of land reserves;to define balance of arable land with the boundary of main functional zones,to progressively put into practice of protection systems and compensation mechanisms functional zones farmland.For restricted development zones:to establish an ecological compensation mechanism;improve the financial transfer payment policy; step by step advance the work of ecological migrants;carry out supportive policies of characteristics industry.For forbidden development zones:to establish financial compensation mechanisms of ecological protection;continually implement the compensation of returning farmland to forest and ecological restoration;increase immigration enforcement policy;increase the systems reform such as forest rights and grazing rights.
