Thefinancial work of Qingdao has made substantial progress, and the financial strengthwas conlinuously reinforced, but the financial expenditure still faces many problems.On the one hand, the financial expenditure is in relative shortage, while can not satisfythe urgent request of the economic and social development, so as to restrict theperformance of governmental function to some extent. On the other hand, the currentstructure of financial expenditure is not entirely reasonable, which have a problem ofstructural imbalance performing as "offside", "absence" and "eating finance". As theonly partner of 2008 Beijing Olympic Games, Qingdao undertakes major tasks ofOlympic infrastructure construction. Therefore, it is a big problem how to usefinancial expenditure efficiently and reasonably in order to perfect government publicservice. Qingdao should follow the change rule of financial expenditure's structure.remove the unreasonable factors in the financial expenditure actively, and make thefinancial expenditure's structure progress toward the rational direction.The dissertation researches on the adjustment and optimization of Qingdaofinancial expenditure's structure, divided into three parts:1. On the basis of previous theoretical research, the dissertation summarizes thetheory of financial expenditure's structure and reviews the financial expendituremanagement's process. It tells the meaning of optimizing financial expenditure'sstructure, and analyzes factors which influence financial expenditure's structure.preparing methods and tools for empirical analysis on optimizing Qingdao financialexpenditure's structure.2. Taking theoretical research and empirical analysis as combination, thedissertation makes a comparison between financial expenditure's structure withQingdao's in previous years. It then does a multiple linear regression analysis betweenQingdao financial expenditure's structure and economic growth. By doing unit roottest and cointegration lest. it sets up a vector error correction, and forecasts the trendof Qingdao economic growth and financial expenditure in the future.3. The dissertation points out some problems of Qingdao financial expenditure'sstructure, for example, the constructive expenditure is deficient, the administrativepayout leads a quick growth, expenditure on science and education grows slowly and so on. The dissertation analyzes the changes of financial system and futures ofmacroscopic policy environment, and gives some suggestions on strategic adjustmentin financial expenditure's structure.The innovations in the dissertation are as follows: (1) With the multiple linearregression analysis, the dissertation does a relevant analysis between economicgrowth, financial revenue and financial expenditure of Qingdao, which supplementthe research on financial expenditure theory, and provides useful technical method. (3) The dissertation researches on both expenditurearrangement and expenditure management, putting forward institutional supportivesystem and technical supportive system to optimize Qingdao financial expenditure'sstructure, and further forms operable systematic measures.
