Research On Enterprise Information Technology Capability

From 1990's, Information Technology has gain striking progress in China. To ensure enterprises' making leap-forward development and to make China economy prosperous, it is important to lead enterprises strengthen their IT investment intensity. However, Information Technology won't work well unless enterprises can transfer their IT investment into their IT Capability. Based on Information Economics, Gray Decision- Making Theory, Resource-based Theory and Game Theory, this dissertation discusses some relative items in this process.1. Great importance has been attached on information technology for a long time. Regretfully, although many enterprisers show enough enthusiasm on its potential on efficiency-improving, but information technology often failed to meet their expectation. After putting-forward of productivity paradox and the publication of "IT Doesn't Matter", broad attention has been paid on the effect of information technology. This dissertation analyzes what is Information Technology Capability and how it comes into being. The author believes that, the notion of Information Technology Capability, which combined with information technology and enterprise resource, can not only answer the productivity paradox well, but also help us to understand relative problems from a new angle and on a higher level than before.2. Information technology investment can't improve an enterprise's performance well unless the enterprise has built up its own IT Capability. Even though some businesses had investment hugely on IT sector, buts there is still lack of a feasible appraisement frame to evaluate the real effect. Because of IT Capability cultivating is a complex and dynamic process which is hard to be measured with accurate mathematic calculation, so, to appraise the IT Capability effetely, this dissertation adopt multi-level grey evaluation method and set up a corresponding appraisement model.3. By analyzing characteristic of information technology, the author suggests that "IT Doesn't Matter" which declared by Carl is of course correct. However, standing at a higher level and using of the notion of IT Capability can give out a scientific and comprehensive answer on this issue. Employing resource-based theory, this dissertation discusses the relationship between IT Capability and sustainable competitive advantage, and further study this relationship by using organization study theory and competitive behavior theory. The author concludes that, only by establishing its unique and superior IT Capability in the process of IT investment, could an enterprise gains and sustains inimitable competitive advantage.4. Following the former discussion of the relationship of business IT Capability and competitive advantage, this dissertation constructs a three-steps game model. This game model can illustrate how three factors (information efficiency, capital efficiency and original price) affects enterprise IT Capability, and how enterprise IT Capability advantage turns into enterprise competitive advantage.5. Understanding the development rule and evolvement model of IT application is the predetermination for enterprises to make investment correctly on information technology. In short, this dissertation sums up global relative information application model and theory, and builds up a 3-steps game model from the dimensions of IT application and IT Capability. This model will help enterprises chose appropriate target and development model according their own resource status, and help them make leap-forward development.
