Information poverty is a new kind of phenomenon regarding poverty,which has become another key reason for economic poverty,after material poverty.With the continuous development of information technology,market allocation of resources is leading to an uneven distribution of knowledge resources and increasing the information gap between the information rich and poor.Certain parts of our nation have achieved a high level of information and network infrastructure development,which drives the level of economic growth.However,owing to a low level of informatization,the western and marginal regions are generally excluded and isolated,which contributes to information poverty and further leads to a vicious cycle of economic stagnation.The perennial issue of information poverty impedes the extension of social information and the advancement of the economy,which requires further in-depth research.This thesis analyzes the economic mechanism of information poverty formation using the entitlement approach proposed by world-renowned economist Amartya Sen.As a result,the formation mechanism of information poverty is considered direct information entitlement failure and trade information entitlement failure.The main reasons for direct information entitlement failure are a lack of information infrastructure and poor class of individual information literacy.A lack of information infrastructure deprives the information poor of having few opportunities to secure information resources,and a weak grasp of information literacy influences the information poor fail to control information resources.The main reason contributing to trade information entitlement failure is unequal information exchange entitlement.Under the function of the information market mechanism,the Pareto Optimality of information exchange makes the information exchange entitlement of the information rich considerably higher than that of the information poor,which leads to uneven distribution of information resources and eventually forms a state of information poverty.Based on the aforementioned analysis and fundamental principle of system design in the field of institutional economics,this thesis proposes a theoretical framework of an information aid system,which includes special information aid of the legal system,policy system,and execution system as well as special assessment and supervision system.Further,this thesis gives several suggestions for information aid projects to provide certain references for optimizing information aid policies and practices.
