It has been evolution from special academic and military network to important message based facilities which almost to all kinds of fields, such as political, economical, trade, culture mediums, and education fields and it produces large influence. Internet has been improving society revolving efficiency and level of productive forces. It also gives people great convenience for their work and life. Obviously it has been necessary part for human being.Internet developed too late in our century but its developed speed was very quick. According to issued《Internet network developing situation's report of statistics in China》, show up to 2006, 31st of December there were 137 million people on the Internet in our country and there were 5.94 million computers, of which there were 52.4% people on Internet who were under 24 years old.The new technique-Internet is called two-sided sword which means bringing people a lot of negative influence except bringing people's benefits. Such as transmitting obscene material, invasion of people's privacy and invasion of knowledgeable property right, cheat of computer, invasion of culture and so on which threatens safety of state, and civil's right. It's time to regulate contents on the Internet, which threatens safety of country, rights of public. How the content on the Internet is set out to regulate and limiting its negative influence become both serious and difficult problem for the governments all countries in the world would face. But at present, about contents of administration almost concentrates some problems such as invasion protection of privacy for Internet (2000,Tang Suau Tian; 2004,Zhang Sing Bao),Control and law for Internet crime(1998,Neil Barrett),Protection of knowledgeable propriety right on the Internet (1998,Alban Kang;1996,Inge Govaere)and so on. Up to now, there has been no man to analyse and study for contents of Internet regulation.Therefore, the Internet contents will be made of a specialized title in the passage. The follows are 4 parts setting out to study.(1) Studying situation at present about regulation of overseas Internet contents.(2) Studying situation at present about regulation of Internet contents in our country.(3) Establishing frame about regulation of Internet contents.(4) Suggestions about regulation of Internet contents, of which (3) and (4) are more important.In a word, the passage puts home or out regulation of Internet contents in order with analysing and studying to establish a whole system for frame and form a series of being able to practice policy's system.
