Human creates technique and technique also is developing with human life. Technique which is not only deep into the process of produce as the factor of productivity but also broadly effect the factor of society is becoming the major mark of civilization in human. With the development of technique system, people more and more notices the movement regulation between the inner factor and the extrinsic condition in technique system, and begins to study the best choice of techniques theory and research what is the most advantage. Choice of techniques just is the reflection of Nation Development Stratagem in one country, it is the core of technique policy and the key element to obtain international competitive advantage.The developing of technique does a great contribute to promote economic growth and social progress for one country, but it maybe tends towards its inverse, such as technique not only does active influence on nature,society and economy, but also does negative influence on nature,society and human. Especially in many developing countries, resource of mine decreases more and more, zoology becomes unbalance, environment gets more pollution, and so on. These indicate that environment of human and other biology is deteriorated. So developing countries should seek the technique developing way which will suit for its condition and environment. But developed countries also should review their way to find a more reasonable model of technique developing. Choice of techniques is noticed and broadly studied in the world under this background.The positive fact is that technique innovation has been the motility of economic growth, which has already been proved since classical economics time. However, because finance and resource is limited for most developing countries, which new technique is chose from developed countries and how to choose technique developing project in developing countries is crucial, so we can say choice of techniques acts national technique stratagem. If a country's choice of techniques is appropriate, it can promote its economic growth rapidly, otherwise it will slow down.It was the primary research in this paper. It finished a series of exploratory research that included concept frame construction,theory position manipulation,comprehensive evaluation analysis,model with its measurement,strategy analysis and so on. In 1930s many did the innovative research about choice of techniques from different aspects in the word, but the most just researched the inner element of technique system. This paper brought forward the concept of choice of techniques as the historical analysis method, researched the function and range of choice of techniques, and did deeply study on this basis. It combined choice of techniques with economic growth to detailedly discuss economic growth and its theory. This paper founded the basis of choice of techniques and economic growth from Marxist Economics and Economics. It used System Engineering Theory and Economic-Mathematical Method and set up one reasonable index evaluation system to effectively measure the effect of choice of techniques to economic growth. But how to accurately estimate the quantitative relation between choice of techniques and economic growth, this paper discussed the function of technique frame and factor number, and became resource structure and relative price to be the major constraint conditions of choice of techniques, then argued the profit that choice of techniques and technique developing will directly effect the economic growth in one economic system. This paper introduced the curtail choice of techniques in developed countries and the experience of successes of its economic growth rapidly, and it can help China to know how to enhance our country's technique and economic growth. On that base, this paper kept on studying how to choose the stratagem of technique developing and how to choose aim,approach and policy of technique developing that suit for development of economy and society, and brought forward countermeasure and suggestion which can quicken up choice of techniques and economy growth from three aspects of Macrocosmic, Midst cosmic and Microcosmic.This paper based on Marxism Economics, and appropriately analyzed the relationship among theory, practice and policy. Theory comes from practice and services practice finally. In order to improve economy growth well and rapidly, China should choose appropriate technique which should base on structure of resource, structure of technique and the situation of China , and quicken up the amalgamation between technical advance and economy growth.
