Technology Choice (TC), as an important factor of technology progress, plays a key role in the course of technological innovation and technology change, and becomes the first step of the development of technology ability in the LDC. Therefore, there are some significant effects in a country or state that technology choice can bring out, such as upgrading the technological structure and industrial structure, improving income per cipta, hastening the economy development. Some literatures have proved that technology choice and the patterns of technology progress could be influenced directly to the performance of economy growth in an economy system, that is to say, the conditions of technology choice have directly affected the rate of economy growth (Lin et. al., 2002, 2004).The choices of Industrial technology determine the technological foundation of the systems of industrial structure and organization structure, and also decide the direction of national or regional industrial technology policies. As we all known, the technology exists in the specific environment, and is limited by the factors of the environment. However, there are no literatures that analyze the relationship and impacting mechanism between technology and the environmental factors. The related researches are always concerning on the macro-level or micro-level technology choice, but there are little article involving in the technology choice of regional industry. As a result, it is a significance that analyzing the theories and patterns of industrial technology choices (ITC) based on the ecological environments of technology (EET).Therefore, the dissertation starts research from the above question, and pays attention to the topic of ITC based on the EET, and then analyzes the issue from the angle of technological economics and ecology. The content is divided into four parts: basic theories, analyzing the mechanism of regional ITC based on the EET, constructing the theoretic model and positive analysis, current situation and strategies and so on.1. Basic theoriesBased on the comparative analysis of the TC and EET literatures, according to the existing related theories, this section introduces the meanings of technology, for example, perception, character and category. In order to reflect the complicated dynamic nexus among technology, EET and the elements of EET, the article defines the conception of EET and technology ecosystem (TES), and expatiates on the subject of the essential meanings from the angle of ecology. Afterwards, the motives, functions and effects of the technology choice are explained in detail, the dominating factors are found in the process of technology choice from the macro-level and micro-level angle. The theories and methods are illustrated briefly in this part. They are brought forward of the patterns of technology and the criterions of TC. Finally, based on analysis on the literatures related to TC, the quantitative and qualitative analysis methods are put forward.2. The mechanism of regional ITC based on the EETAccording to former depictions, we can draw a crucial conclusion that there are close relationship between TC and EET. The TC are influenced drastically by the EET, such as the structure of factor endowment, relative factors prices, the degree of opening, the degree variety and heterogeneity, the degree development. Consequently, the dissertation set about discussing the categories of the EET, and analyzes the dynamic industrial correlation and mutual mechanism between TC and EET from two angles: TC impaction on the EET and EET impaction on TC. Then, combined with the mechanism industrial technology choice (ITC), the dissertation outlines the correlations among ITC, TES and regional economy development. The result indicts that ITC should be limited by the several factors of the regional ITS, and they should harmony with each other and achieve synergic development.3. Constructing the theoretic model and positive analysis In this section, the author constructs the coupling model of ITC and the measuring model of ITS separately. The former is use to evaluate the degree of coupling between the ITC and ITE, find the problems hided in the coupling effects, the level of technology and factor endowment of ITE. Moreover, it is proved to the validity of above conclusion. The latter is used to judged the categories of different industries ITS by the score of single measuring index that one industry is evaluated. Furthermore, the author takes 37 industries in Jilin province as our research object, and positively analyze. Meanwhile, based on the qualitative analysis and quantitative analysis on the ITC, the dissertation has constructed the theoretic model of regional ITC embedded in the ITE, and its conclusion can offer theoretic proof to enacting and implementing the industrial policies.4. Current situation and strategiesIn this part, based on the foregoing positive analysis, the dissertation elucidates the current situations of the industrial technology choice, the coupling between industrial technology and ITE, and the construction of ITE in Jilin province. Subsequently, the main problems have been found. Afterwards, the author has given some essential principals and guidelines to deal with this issue. Finally, corresponding to the existing problems, the dissertation put forward the optimal strategies to settle the current situations and contribute to the development between ITC and ITE harmoniously.In summary, there is a complicated dynamic correlation between TC and the factors of its ITE. The condition of ITE plays a important role in the process of TC. Accordingly, the strategies of TC should be suited to the structures of ITE or ITS, for the sake of making good use of the comparative advantages of the environmental factors and realizing the co-development among the strategy of TC, ITE and regional economy. Whereas, if the strategies could not followed the law, it would do harmful to technological change, prevent the structure of factors endowment, technology structure and industrial structure, and delay the regional economy growth. The dissertation takes 37 industries as our research object, and positively analyze in Jilin province. The conclusion indicates that the before-mentioned supposes are correct. As a result, the article analyzes the current situations in Jilin province by using the related theories and methods, and brings forward some reasonable policies from the angle of ITE.
