Research On The Sustainability Of Circular Economy Development In Resources-based City

The economic boom of human society has developed on the basis of "mass production, mass consumption and mass disuse". Traditional economic developmental pattern, namely, "pollution first, and control pollution later" has brought the rapid development of economy, and in the meantime brought more serious deterioration of the ecological environment. The development of resources-based city mainly relies on the local natural resources to grow up or go from strength to strength, and bog down even wane because of diminution of resources so it has typical evolvement rule of urban development. From the proper lifecycle of resources-based city, it is perceptible that the development of resources-based city is restricted by the local natural resources. In order to reduce the destruction of ecological environment and make the development curve of resources-based city from the stable phase to another fastigium, not to declining phase, it is necessary to study the sustainable development pattern of resources-based city so as to promote the coordinated development of the urban economy, society, resource and environment, and realize sustainable development of resources-based city.In this paper, combined with the circular economy theory and Deming circle theory, the sustainable development problem of resources-based city is explored. Based on the analysis of urban development evolvement rule, the urgency and the necessity of developing circular economy in resources-based city are analyzed. The model is designed to develop circular economy in resources-based city and achieve the urban sustainable development using Deming Circle Theory. At the same time, taking the Jiayuguan city as an example, the model is applied to practice. At last, the mechanism and the countermeasure of sustainable development of circular economy in resources-based city are obtained. The paper is divided into eleven chapters.Chapter one: The background, the meaning, the purpose, the methods, the framework and the innovation of this paper are discussed. All this is the venation analysis for this paper.Chapter tow: the research headway of sustainable development, circular economy and resources-based city that related to this paper is discussed. The systemic research of theory and practice is to pose the research emphasis of this paper. Chapter three: The evolvement rule of resources-based industry and resources-based city is discussed, and the theory of circular economy is amply analyzed, then the necessity and the urgency of developing circular economy in resources-based city are pointed out.Chapter four: A model is designed to develop circular economy in resources-based city in theory. Using Deming circle theory and circular economy, a theoretical model of sustainable development of circular economy in resources-based city is designed. It is also a theory support for the following case study.Chapter five: This chapter is the first step of demonstration examination for the theoretical model in chapter four. The superiorities, inferiorities, opportunities and threats of the Jiayuguan city are analyzed. When the fundamental condition of the Jiayuguan city is grasped, the development strategy of the city can be established.Chapter six: In order to provide the theoretical basis for developing circular economy in the Jiayuguan city, the urban future developing tracks under different developmental patterns are analyzed using the System Dynamics model, in the meantime the characteristic and the relation of resources, environment and economy are explicated.Chapter seven: Using Boston matrix to analyze the character of current industry in the Jiayuguan city, the existent industry questions are pointed out. This makes material analysis for the future industry strategy of developing circular economy.Chapter eight: Based on the analysis and evaluation on the current situation of the Jiayuguan city, by the aid of the circular economy theory and Deming circle theory, the development patterns and management of circular economy in the area of production and consumption is designed and discussed.Chapter nine: Aimed at the design and management of the circular economy patterns, the safeguards of circular economy development in the Jiayuguan city are discussed.Chapter ten: Based on the detailed analysis of the Jiayuguan city, the paper focuses on analyzing the safeguard mechanism to promote sustainable development of the circular economy in resources-based city.Chapter eleven: The conclusions and the discussion are listedThe analysis of SWOT and System Dynamics model is speak volumes for the abuse of Tradition developing pattern in the current situation of the Jiayuguan city and the necessary of adopting the circular economy developent pattern. And this pattern(The circular economy developent pattern) should be designed according to the industrial grouping analysis of Boston matrix, at the same time considering the problems of different period in resources-based city. The development of circular economy should been designed and managed in accordance with Deming Circle Theory, been carried out on the basis of the thread of PDCA.The urban circular economy development system can be divided into production system and consumption system. Each of them should been designed and managed according to the PDCA. The production system can be divided into the primary industry, the second industry and the third industry, moreover adding the zeroth industry and the fourth industry on the basis of the thread of circular economy. So this system can be analyzed through five industrial structures. The circular economy development is not a shortdated growth; on the contrary, it must be proceeding at a steady pace in the long term. So the mechanism for promoting sustainable development of the circular economy should be set up. Namely, optimizing the government macro-control mechanism, promoting the driving mechanism of incentives and disincentives, constructing the learning city, establishing the three-level social participating mechanism of authority and duty clearly demarcated, etc. the main aim is to make the circular economy development became a popular behavior and proceed in a sound and orderly way.The theoretical model and the case study speak volumes for the importance of the long-term effective mechanism study of circular economy development in resources-based city. The theoretical research that is leaded in for circular economy development is the innovation of this paper.
