Planned-PiaoZheng were widely published and circulated during planned economy in China, it could be regared as the symbol of the planned economy. Planned-PiaoZheng was a kind of certificate of the planned distribution during the planned economy, it was used to distribute the basic consumming goods and the consumming goods could be only bought by the Planned-PiaoZheng, so people's consumption was restrained by the Planned-PiaoZheng, it affected the institutions and also influenced the people's idea and their behavior, so we can't getting well to conprehend the planned economy era without the comprehension of the Planned-PiaoZheng. So, this paper studied the traditional society from the aspect of Planned-PiaoZheng, and use the "PiaoZheng Society" to name the traditional socialism society.The formation of the "PiaoZheng Society" could be retraced back to the modernization strategy after liberation, this modernization strategy signified by the planned economy institution and the heavy industry foremost developing. The planned purchase and marketing by the state policy about agricultural products was promoted to come into being and institutionized under this modernization strategy, and the Planned-PiaoZheng institution was also be promoted to come into being. And the planned economy aroused the common resources shortage and it was the institution's phonomeon in the planning economy regime, so it founded the foundation of the "PiaoZheng Society". Planned-PiaoZheng institution caused the institution modification of the traditional society as well as the social relations. The institution modification could be concluded into two different kinds: One kind is strengthen the institution's functions in order to ensure the implement of the Planned-PiaoZheng institution, such as Danwei strengthen its distributional function during the process of the distribution of the Planned-PiaoZheng. The other kind is the incresement of the institution's function, some new functions were imposed on it in order to ensure the implement of the Planned-PiaoZheng institution. Such as the Hukou System which originally had simple functions was imposed on some new functions when it linked with the planned supplying system, it splited one China into two countries, one is "the peasants' China", the other is "the oppidan's China". The Planned-PiaoZheng institution also shaped the special relations structure in the traditional China. Such as The Planned-PiaoZheng institution made the people lose its independence and depend on the country as well as the traditional society by monopolied the purchases and distribution of the social resources, The Planned-PiaoZheng institution shaped the inequal relationaships among the the peasants' China" and "the oppidan's China", and people also developed the special personal relations among each other, all of those composed the special relations structure in the "PiaoZheng Society". The modification of institution and the shape of the secial relations structure in the traditional society worked together to bring the "PiaoZheng Society" to birth in the traditional society.The "PiaoZheng Society" depended on the special resources purchase and resources distribution system as well as the new ideology, and the new ideology played an important role in the "PiaoZheng Society", the "PiaoZheng Society" characterized with the strong ideological characterics. Ideology palyed important roles in the development of the "PiaoZheng Society". The "PiaoZheng Society" also faced some dilemmas because of the institutions' arrangement in it, it could be mainly concluded into two types, one kind of it is the people resist the restricts by certain institutions's arrangements which reflects the "surviving logic" resist the institution's logic and the idealism logic of the ideology. So there arised a lot of opportunism conducts and counter-institution conducts, and all of these conducts lasted during the whole periods of the "PiaoZheng Society", and palyed important roles in the collapse of the "PiaoZheng Society". The other kind is the deviation from the ideal socialism institution's value and the ideal institution, and it foretelled the collapse of the "PiaoZheng Society" in a certain degree.The market economy plays more and more important roles in the "PiaoZheng Society"instead of the planned economy which was on the decline since the reform and openning policy, and it ruined the institutional settings of the "PiaoZheng Society", and this process bring the breakforth to the longtime goods shortage situation. The reform of the planned purchase and marketing by the state policy and the Planned-PiaoZheng institution also promoted the collapse of the "PiaoZheng Society". The collapse of the "PiaoZheng Society" was mainly embodied the collapse of institution structure and the relation structure. The Food-PiaoZheng's abolishment just pronounced the end of the "PiaoZheng Society".
