The Controlled And The Planned Economy: A Case Study Of Iron And Steel Industry (1930's-1950's)

The controlled economy and the planned economy exist separately in the ages of Minguo and the People's Republic of China , during which ,the steel industry development pattern has directly reflected characteristics of two system, as well as their relationship. To research their relationship is of great profound significance to connect economic history of the Minguo and the People's Republic of China. How was the controlled economy established?How does it manifest steel industry development pattern in the Sino-Japanese War time? what are the -differences and relationship between the steel industry development patterns under the planned economy of the People's Republic of China and that of the controlled economy in the Sino-Japanese War time,? Did the planned economy appear suddenly?What relations it has with the controlled economy? To all these questions, no very clear answers have been given before .Therefore the article explores the evolutional process from the controlled economy to the planned economy by the planned economy theory, and under the controlled economy and the planned economy ,the steel industry's management pattern characteristic.The first chapter discusses the controlled economy and the planned economy theory. After the ideas of the controlled economy and the planned economy been introduced, they have drew great attention from both academic and political circles. The theory research is becoming mature gradually and provides a model to implement the controlled economic system which is established after the Sino-Japanese War erupted. The second chapter : the steel industry development pattern under the controlled economy .This chapter discusses production, supply and sales of the state-owned steel industry in order to reveal the characteristic of the controlled economic system. The third chapter: the planned economy system and the set-up of the steel industry of the People's Republic of China. This chapter elaborated the iron and steel industry development pattern under the planned economy system, and focuses on the management pattern of the state-owned iron and steel enterprises attachded to Ministry of Heavy Industry in roder to reveal the characteristics of planned economy system.Through the microscopic,casial,and procedural analysis to the controlled economy and the planned economy, the author views that that from the controlled economy to the planned economy, great changes have taken place in domestic and foreign environments to implement relative systems , but they are interlinked. Moreover, the author holds that the controlled economy and the planned economy are the transitional stage of china's entering into the market economy and the beginning point of China's moving towards modernizations.
