Research On The Consumption Of The Type Of The Human Capital Investment In Rural Households

The human capital is the most important factor of economic increasing and the base of economic development. In the condition of market economy of social democracy, the investment main bodies present multiplication and socialization, the cost of the human capital investment is borne together by the government, the enterprise and the family, the family is becoming an important composing part of the investment main bodies of the human capital. The family human capital investment is formed in consumption. The consumption of the type of the human capital investment in rural households is the port of the family consumption that is used in the human capital investment.Under the guide of the human capital theory and the consumption theory, this dissertation uses a combination of qualitative analysis and quantitative analysis as well as the methods of positive analysis and normative analysis to present systematic research on the consumption of the type of the human capital investment in rural households.This dissertation general research goal is exploring the main problems of the consumption of the type of the human capital investment in rural households, analyzing the key influencing factors, bringing forward the countermeasures, arranging the consumption of the type of the investment in human capital in rural households in reason, advancing the human capital increasing. The specific goals are as follows. Firstly, we bring the human capital investment into research area of consumption, so that the consumption theory does not limit to pure consumed research area of material and spiritual consumption, extending the consumption theory, standing out that the consumption of the type of the investment in human capital investment is the developing consumption. Secondly, we try to open out the rule of the consumption of the type of the human capital investment in rural households, finding out the close reasons that restricts the consumption of the type of the human capital investment in rural households, looking for the efficient mechanism of the human capital investment forming. Thirdly, we analysis the influence that the consumption behavior of the type of the human capital investment in the government and the enterprise organization bring to rural households, so that, offering the foundation that the government constitutes the consumption policy of the type of the human capital investment, accelerating the increasing of the consumption of the type of the human capital investment in the enterprise organization, realizing the harmonizing development between main bodies of the human capital investment.Through analyzing about the history and the actuality of the consumption of the type of the human capital investment in rural households, this dissertation considers that there are some questions in the consumption of the type of the human capital investment in rural households. Such as, the total of the consumption of the type of the human capital investment in rural households is lack; the structure level of it is low, and it is in the primary development phase; the consumption difference of the type of the human capital investment in rural different incomes and regions households is increasing, further more, it is notable that the duality structure of the consumption of the type of the human capital investment between rural and urban households, and so on.In the reasons of restricting the consumption of the type of the human capital investment in rural households, this dissertation analyzes emphatically these factors: inside factors of income, earnings rate, birth rate, family life cycle, out factors of the government and the enterprise organization.Income is still the important factor that restricts the consumption of the type of the human capital investment in rural households. Income and consumption stratification is clear, the scale of higher income and consumption families is very small, the scale of the middle income and consumption families is small too, but the scale of the lower income and consumption families is very big. The payment capability of middle and lower income families to the consumption of the type of the human capital investment is quite finite. Along with rural economy development, the wage income is becoming the main channel to rural households, and the income coming from the secondary and tertiary production is increasing. The earnings rate of the consumption of the type of the human capital investment in rural households is low, it is the another important factor that restricts the consumption of the type of the human capital investment in rural households. So that, we need to increase rural households wage income, improve the income that comes from the secondary and tertiary production, enlarge the scale of the middle income families, regard the inside income difference, reduce the consumption cost of the type of the human capital investment in rural households, and advance earnings rate of it.A decline in the birth rate is propitious to the increasing of the consumption of the type of the human capital investment in rural households. But compare with urban, the birth rate in rural is still higher, the birth rate is the important factor that restricts the income and consumption capability increasing. So we need to decline the birth rate in rural, and accelerate the change from children quantity to quality. Different phases of family life cycle needs different demand of the consumption of the type of the human capital investment, and even in the same phases of family life cycle the demand contents of consumptions of the type of the human capital investment is different. We need to arrange the consumption of the type of the human capital investment in reason, in order to collocating the consumption of the type of the human capital investment in the family life cycle in reason, realizing the most benefit in the consumption of the type of the human capital investment in family life cycle.The behavior of the government and the enterprise organization brings important effect to the consumption of the type of the human capital investment in rural households. Because the government consumption conception of the type of the human capital investment in rural households exits warp, the role is not on the place, the management is not strong, all these influence the development of the consumption of the type of the human capital investment in rural households. So the government acts as the roles that direct invest, plan, lead, advance of human capital, cultivate and defend human capital market. The enterprise organization does not regard the consumption of the type of the human capital investment, it brings important effect to the employee and their family. We need to develop the enterprise organization, update its conception, increase the consumption of the type of the human capital investment in the enterprise organization, in order to accelerating development together between the employee and their family and the enterprise organization.The development of the consumption of the type of the human capital investment in rural households need to satisfy the demand of socialism new country building, need to harmonize all sides of relations.
