The Study, Based On The Globalization Of The Bauxite Resources Development Strategy Of China's Aluminum Industry

In the coming ten years, the whole world is facing an opportunity to restructure theownership of mineral recourses. The aluminum industry of our country is facing globalcompetition. In order to adapt to and participate in the global competition for resources, thealuminum industry of our country has to optimize bauxite deployment in a global view, sothat the bauxite resources could be supplied continually. Base on such concern, we canwork out our aluminum development strategy from the angle of bauxite resourcesglobalization. Following the strategic management theory, this dissertation is making adeep and meticulous research toward the development strategy of the China's aluminumindustry, guided by the safety theory (country, economy, industry, recourses, and mineralrecourses), economy globalization theory, sustainable development theory, economics,(mineral) recourses theory.There are seven chapters in this dissertation:Chapter 1 is the introduction. This chapter presents the background, significance andpurpose of the research, main idea, research approach and the basic structure of thedissertation.Chapter 2 is a review of theory. Firstly, it expatiates on the theory of national safety andresources safety, including resources safety and national nontraditional safety, resourcesafety and national safety, and new study tendency of resources safety theory. Secondly, itexplains the domestic and foreign theoretical study on resources safety strategy, includingstrategy and mineral resources safety strategy, foreign study on strategy of mineralresources safety, and domestic study on strategy of mineral resources safety. Thirdly, itanalyzes the strategies of mineral resources in the developed countries and their evolution,including strategy of mineral resources safety in US, strategy of mineral resources safety inJapan, and strategies of mineral resources safety in other developed counties. Finally, itgives commentary on strategy of mineral resources safety in China, including the evolutionof strategy of mineral resources safety in China, the grave consequences of lack of mineralresources safety strategy in China, and the inspiration from developed country's strategy ofmineral resources safety for China.Chapter 3 describes the management strategy of China's bauxite resources on thebackground of globalization of the bauxite resources. Firstly, the world bauxite resourcesreserve and the character of its distribution is discussed. It consists of world bauxiteresources, reserve, distribution and its character, the world bauxite deposit, its type,distribution and quality. Secondly, the development and use of the world bauxite resourcesis analyzed. It includes world bauxite output, capacity and the basic charicteristics of the world bauxite mining. Thirdly, the evolution of China's bauxite resources managementstrategy is expounded. It includes the commencement of the China's aluminum industry,the speeding development stage, the roaring development stage of the aluminum industryand followed by its restructure and upgrade stage and "Going out" stage. Fourthly, theproblem from China's bauxite resources management strategy is presented. It includes theChina's current management strategy on bauxite resources and its problems. Fifthly, thelatest China's management strategy on bauxite resources is discussed. It includes thestrategic thinking, guideline, principle, target and its step. Finally, the approach ofexecuting the bauxite resources management strategy is analyzed.Chapter 4 focuses on China's management strategy of aluminum resources for sustainedbauxite resources supply. First, it addresses the advantages of sustained bauxite resourcessupply in China, which includes domestic market advantages, better marketing network,relative lower cost of investment, high ability of technology development, holdingindependent intellectual property right of technology, having international competitivenessby our aluminum enterprises and gradually mature of macroscopic adjustment system.Secondly, it analyzes the bottleneck restrict of sustained bauxite resources supply in China.The content includes: the reserve and quality of bauxite resources is low; the cost andenergy consumption for alumina production is high; the supply of energy and alumina istight; the cost of producing primary aluminum is higher than other countries; the supplychannel of resources products is simplex; the ability of purchasing is weak; the technologyeconomic index is lower than the world average level; the creative ability of fabricatedtechnology is weak; the organizational structure of the supply chain of up/down stream andhorizontal industry connection is unreasonable. Thirdly, it analyzes the static and dynamicstate of sustained bauxite resources supply in China. Finally, it analyzes the best carryingcapacity of the bauxite resources for the alumina production and addresses themulti-relationship between the alumina price and future aluminum and spot aluminum.Chapter 5 discusses the development of the global aluminum industry and the strategy ofaluminum industry in China. Firstly, it expounds the status of global aluminum industrydevelopment. It contents the increasing capacity and output, balancing of demand andsupply, the world aluminum industry dominated by multinational aluminum companies,better international marketing, increasing globalized production by multinationalaluminum companies with growing strength, the decline of the operation cost based scaleeconomy, technical progress and management, and more emphasis on environment, healthand safety because of sustainable development requirements. Secondly, it analyzes the newcharacter of the aluminum industry development within the world. It contents theoptimistic outlook for aluminum market, the attention on the issue of bauxite resourcesassurance, and the outstanding character of aluminum industry globalization. Thirdly, itaddresses the status of aluminum industry development in China. China is becoming a bigcountry in yield of aluminum industry in the world and playing a very important role inaluminum world trading. Finally, it demonstrates China's position in the aluminumindustry globalization. The content includes: China is striding forward towards the powerful industrial country; CHALCO is playing a leading role in the domestic aluminumindustry and the development of world aluminum industry.Chapter 6 is of the issues on aluminum development strategy for the resources supply.Firstly, it is analysis of policy making, including analysis of general issues and specificissues. Second, it is thought forming and the model building. It contents: determination ofmodel types; limitation of model selection; identifying of evaluation system; modeldescription and sensitivity analysis model. Thirdly, it is evaluating model, includingevaluating model for production technology of aluminum, and evaluating model for overalltechnology of aluminum industry. Finally, it is an example of making strategic decisionfrom CHALCO.Chapter 7 is about conclusion and outlook, which including the final conclusion and freshviewpoint of this dissertation, and outlook for the future research.
