Systematic Research On The Enhancement Of Urban Competitiveness In Xi'an

With the fast development of the world city, the city gradually becomes thefocus of the development of the global economic society, plays an important roleto region business, and makes competition between the different regions morevigorously. After joined the WTO, the world competitiveness of China will bedecided on whether the cities and city clusters with global competitiveness can beconstructed or not to some extent. As far as the development trend of Chinese cities isconcerned, it has been the core of the development strategy on how to enhance andadvance the city competitiveness, which many scholars have begun to paid moreattention to and engage in exploring and studying. However, the theory and practice ofcity competitiveness is in an underway stage and needed to summarize theexperiences and enrich the theory. Xi'an not only is the world history famous city,also is the central city of westem China, but its urban development level is in arelative backwardness state in the national key city. Therefore, the system researchon Xi'an urban competitiveness can glow the vigor of the city, continues to displaythe nation key city function, reduces the differences between the domestic andforeign cities with strong strength, as well enrich and develop the theory of urbancompetitiveness with extremely important theoretic and practical significance.The urban competitiveness is an item of system project, needs to utilize thetheory and the method of system engineering to study and solve the problem. Thisarticle is to study how to promote the Xi'an urban competitiveness on the basis ofrelative principles and methods of system engineering, establish the Xi'an urbancompetitiveness model, confirm the measuring indexes of urban competitivenessusing the method of symbolic statistics and establish the estimation index systemof city competitiveness using multi-index estimation such as principal componentanalysis, factor analysis, corresponding analysis and so on. As well, the paper is toconduct the comprehensive system research on enhancing the city competitivenessof Xi'an using the method combining the system analysis with system synthesis, using the method combining qualitative analysis with quantitative analysis, using themethod of hierarchy analysis, comparative analysis, typical correlation analysisand so on.Firstly, the current states on city competitiveness of domestic and overseasare introduced, the research results are summarized, the basic meaning andcharacter of the city competitiveness are discussed according to the definition ofcompetitiveness, and the definition of city competitiveness is confirmed to providethe theory foundation to the study Xi'an urban competitiveness in the paper.Secondly, the model of Xi'an urban competitiveness and the estimation indexessystem are established according as the relative theory of city competitiveness andthe present condition of Xi'an using the estimation methods of citycompetitiveness by comparing index data of sample city. As well, the paper is toconduct the comprehensive system research on city competitiveness using typicalcorrelation analysis to discuss the relationship between the city competitivenessand city infrastructures, and to evaluate the current state of Xi'an urbancompetitiveness, the existent potential and the development trend. Finally, theprinciples of enhancing the city competitiveness and the material measures areprovided based on analyzing the advantages and differences of Xi'an urbancompetitiveness.The theoretical analysis frame and theoretical model are constructed in thepaper using the general theory of system engineering and the research methods, resultsof the competitiveness theory, and synthetically considering the particularity of theurban competitiveness theory. The article believed that, the core competitiveness is thebasis of the city obtaining the long-term stability and competitive advantage, the citysynthesis strength, the industrial competitiveness and the technical competitiveness isthe core factor of the urban competitiveness, which constitutes the urban corecompetitiveness. The paper had pointed out the key factors that restrict and affect the development of the Xi'an urban competitiveness. The factors include: the scale of theintroduction and gathering of the resources and the industrial development are slow,the economical support is insufficiency. The technical transformation ability is notstrong and the technical superiority has not been sufficiently displayed. The urbanconstruction, the management and the service level are urgently needed to beenhanced; the economical development environment is urgently needed to beoptimized.To Promote the Xi'an urban competitiveness, the systematic characteristic,the concentricity, the characteristic and the sustainable development principle shouldbe persisted. The city of Xi'an will ultimately realize the developing aim as theintemationalization, the marketability, the human culture, the ecology by carrying outthe city management strategy, entirely widening the urban development space, entirelyimplementing the opening strategy, speeding up the economic cycle construction ofthe Xi'an-Xian yang, expanding the industrial strategy, getting out of the way ofindustry gathering, strengthening the construction of the cultural traveling, standingout the city brand effect, raising the management level of the govemment, andoptimizing the soft environment of the urban development.
