One of the fundmental elements of urban construction is capital. Urder the traditional urban construction system, capitals were all arranged by national government, whose quantity was limited and purpose was definitized. As a result, urban planning became an extension and deepening of the nation's economic and social developing plan in that time; it was unitive and compositive arrangement of the urban construction elements. After 1990s, these two elements got a big change accompanied with the land usufruct marketization and the urban construction CIFS (ab. of capital investment financing system) reform, which motivated the urban energy, erupted its upsurge, and led to a construction blooming. Consequently there came a high-speed urban development. But on the same time, more and more uncertainty elements came out into the field of urban planning.As an important component of government function, urban planning promotes the urban development purpose and public interest to be realized by collocating the public resources especially the spatial resources. But along with urban construction CIFS reform, the main bodies of investment and the capital sources become multiple. Everything gets involved into marketization including all the phases such as the investment, construction, operation, and management of the urban construction projects and the public utilities. It becomes difficult to synchronize between the general urban development purposes and the idiographic construction project demands. So urban planning is confronted with a lot of big challenges.CIFS reform is one of the most important actions of the government during the transition process from the planned economy to the market economy in China. But there remains a lot of inveteracy due to the planned economy in the current CIFS, which lags to the other fields. But it declares by the way that the CIFS reform in China has a hopeful or a potential developing perspective. So how should urban planning deal with this trend?The dissertation starts research from the CIFSR, explores its new characters and trends, according to which to bring forward some ideas and countermeasures of urban planning under the new situations.Firstly, it argues how the government function transformate along with the investment main body getting multiple; then it analyses the impact of urban planning resulting from the financing channel diversification; and then it definitizes the orientation and emphases of the urban construction CIFSR in China by contrasting with what occurs in the developed countries; at last it summarizes that urban planning, as a important tool to control the urban development, how to adapt to the new situation, to catch the opportunity, to innovate, to make decision scientifically, in order to lead to a rational spatial distribution, to promote the urban developing healthily, sequentially, roundly, and harmoniously.
