Discussion On Reforms In Investment And Financing System Of Municipal Public Utility In Tianjin

Along with the accomplishment of four strategy targets in Three, Five, Eightand Ten Years respectively, Tianjin has entered into a new development period. Therapid social and economic development not only puts forward higher requests to thedevelopment of Municipal Public Utility (MPU), but also brings good opportunity tothe development of MPU in Tianjin.However, as the principal part of urban infrastructure, the development of MPUit is not ideal in Tianjin. It has been being placed in a self close-in running and selfcirculation situation with the local government as the main construction investmentbody. And the single and limited fund sources can not satisfy the needs of urbanconstruction and development. As to the system, influenced by planned economy forlong years, the comparatively prominent phenomenon of ambiguous functionsbetween government and enterprises restricts badly the investment efficiency andservice quality of MPU.Aimed at aforesaid problems, the dissertation firstly researches theoretically theproduction method of municipal public infrastructure by the basic principle of theeconomics. Based on the research, the application of economics theoretical instrumentto the field of MPU investment and financing system reform is put forward. Inaddition, the comparative researches are carried out to the present situations ofreforms in MPU investment and financing system in typical cities at home and abroad,and the present conditions in the fields of MPU investment and financing in Tianjinare deeply analyzed. By conclusions of the main obstacles and the reasons in deeplevel faced by the reform in Tianjin, ideas and methods of problems solution areadvanced both from the theoretical and the practical aspects. And the guidancethoughts, main countermeasures and other problems on the reform of MPUinvestment and financing system, which are worthy of further researches, are broughtforward. At last, taken the urban water supply administration as an example,demonstration research is carried through, and reform countermeasures, which can beadopted by Tianjin City, are provided by the reference from advanced experiencesand practices in other cities.
