On The Fostering Of County Economic Growth Points In The Western Region

Entering this new century, economic development in China has stepped into the midterm of industrialization and universally achieved the phase of "accelerating agriculture by industry, driving countryside by city", during which agriculture and industry have acquired great development, but regional development gap has been broadened while "dual structure" conflict is severe along with economic and social conflicts. "Development is of overriding importance", so we must employ the scientific outlook on development to govern our economy and society, build a well-off society in an all-round way and a socialist harmonious society, eliminate contradictions while developing and explore a modernization road of socialism with Chinese characteristics. Meanwhile, we must maintain the "Five Overall Development" and implement the principle of industry nurturing agriculture and cities supporting the countryside in a new era, a new phase and new conditions, which is a practical choice to realize urban-rural coordination, regional harmony, social harmony and a well-off society in an all-round way.The top one of "Five Overall Development" is insisting on the overall development of urban-rural areas. County domain is a rural-urban fringe zone and an influx of agriculture as well as industry. County Economies, involving agriculture and industry, also embracing cities and countryside, are the basic unit for national regulation and economic development, which has been inviting considerable attention in past dynasties and today: Historical Records says: "counties converge into a eparchy while eparchies converge into a country. As long as counties and eparchies are governed well, a country well". In this new phase of new century, our Party and country, attaching great importance to County Economies, definitely put forward "expanding County Economies" on the basis of resurveying the essentiality of counties and County Economies.The economies of town and village in a county accrete, three industries coexist and multieconomic forms intergrow harmoniously. Developing feature County Economies is the weighty region support to coordinate three industries relationship, balance urban-rural development and build a harmonious and well-off society in an all-round way. Currently, the conflicts of severe dual strcture, disharmony of urban-rural structure and lack for regional feature result in infra-county economy development lag in a way; A well-off society of insufficient County Economies is an incomprehensive and unbalanced one; the harmony with insufficient County Economies is an ephemeral and unsteady one. We must "expand" County Economies, tamp its economic basis and strengthen our economy; simultaneously, we should establish an efficient system to mitigate urban-rural "dual structure", grasp "two tendencies". With above as a basis, intra-county economy must walk a "developing" road, develop feature economy and foster growth areas.The practical road to develop and expand County Economies is to foster its growth points. A county's space, resources endowment, industry structure and economic basis etc. lead to the result that County Economies' development should not be spreaded, which is also impossible. We should base ourselves on resources endowment feature, exert comparative advantages, break through emphasis and develop feature economy. Namely, we should walk a road to foster growth points.Fostering growth regions, developing and expanding County Economies are the embodiment of Chinese characteristics modernization road. County Economies fostering in western areas must go on its own resources endowment and history, combining adjustments of industrial and urban-rural structure. We should, adjusting measures to local conditions and guiding systematically, foster leading industries' growth points like competitive industry, feature industry and eco-tourist industry in interdependent industrial and regional spaces. What's more, we should foster chainlike spacious growth points leaded by counties, assisted by central town with the combination of points and spheres, driving spheres with points and expanding County Economies, only in this way, can a regional feature economy come into being.This dissertation focuses on fostering county economic growth points in western region consisting of six chapters as two parts. The first part covers Chapter One and Two. Starting with the expounding the connotation of county economic growth points, it categorizes systematically the correlated arguments on county economic growth points, whose fostering status and difficulties are also analyzed in this part. The second part, from Chapter Three to Six, is the special research, from such perspectives as mechanism analysis on fostering county economic growth points, paradigm construction, path explore and system innovation.The thesis, elaborating County Economies' special importance in the new era, new phase and new conditions, holds that County Economies growth points' fostering is a special policy on our economic development road. County is both a basic unit for our administration and a basic level of regional economy. The 16^th Central Committee of CPC advances the principle of "expanding County Economies" and the 3^rd and 5^th plenary session of CPC point out the policy of "developing County Economies", the 6^th plenary session of CPC expounds further on "developing and expanding County Economies" from the angle of promoting urban-rural harmony. All these statements speak volumes for the importance of County Economies. The diction of County Economies evolves from "expanding" to "developing" to "developing and expanding" embodies the concrete exploration of modernization road with Chinese characteristics under the direction of the scientific outlook on development in this new era, reflects our Party and country's recognition on the importance of County Economies is gradually becoming round and demonstrates the significant direction of County Economies in new conditions. County Economies comprise agro-industry and urban-rural areas. Facing a window of rare strategic opportunity, County Economies is the first battlefield to promote agriculture modernization and build new socialist village, the preceding position of exploring a new road to industrialization and the base to carry out agriculture population transfer and urbanization road with Chinese characteristics.Subsequently, the paper claims that the only way of county economic development is to foster county economic growth points. Modernization road integrates agriculture modernization, new industrialization and urbanization with Chinese features, which is incarnated in developing and expanding County Economies. Western county economic growth points fostering is a practical act and an only way for developing and expanding County Economies.Thereafter this thesis discusses the forming mechanism of intra-county economy growth points from the perspectives of industry agglomeration and population distribution tendency to preferable location. Intra-county economy growth points contain two spaces simultaneously: it is both the boosting-style competitive industry sections resulted from scale economic returns and the advantageous locations like population- as well as economic activity-concentrated counties, central town and economic activities-concentrated areas. The essence of intra-county economy growth points' forming process is the interaction of industry agglomeration and urbanization: industry agglomeration backs up urban space expansion and urbanization improvement in industries; space agglomeration provides space carrier for the emergence, development and expansion; population agglomeration is the indicator is industry and space agglomeration, leading the interactive coordination of industry agglomeration and urbanization. The paper considers that intra-county economy growth points' fostering is a dynamic chain connecting industry growth (industrial agglomeration→county economic growth points→industrial cluster→industrial chain) and space evolution (bazaar trade→small town→central town→county→small and medium-sized cities).Afterward this dissertation construes the fostering pattern of county economic growth points from the perspective integrating qualitative with quantitative analysis. With the combination of intra-county economy growth points' fostering mechanism, the paper brings forward that theoretical paradigm of intra-county economy growth points after analyzing the forming, developing, transforming and upgrading process of county economic growth points' fostering pattern. The paper holds that the superior modality of urban-rural integrity is radiation style, the primary one is autogenous, while the special one is boosting; autogenous and boosting styles are the practical choices for urban-rural integrity at the initial stage, the base and premise of County Economies system' upgrade and the inevitable choice of county economic growth points' fostering in western regions.Finally, the paper discusses the instituional innovation of county economic growth points' fostering in western regions. It analyzes the system innovation for this sort of growth points from the systems of government regulation, finance and land management. Government is the principal part of county economic growth points' fostering, to improve government' executive ability and shift the government functions is the inner demand for exerting the leading role of government; financial system is the inevitable demand for and important support of county economic growth points' fostering; in addition, reforming land management system and accelerating the turnover of land-use right are the practical bases of county economic growth points' fostering.
