With the economic development in China, the gap of the regional economic between Eastern area and Western area is becoming more broadening. The theories and the experiences of regional development proved that Finance is the very important factor, especially to the developing country such as China. So we can improve the allocation of the resource of finance in different regions, we will change the situation of regional development, and solve the problem at last. Because the financial institution is the basement of the allocation of the resource of finance, we think that it is the crucial path to try designing the whole system of financial institution according to the different environment of every regions in China.As a whole, the regional design of financial institution should be a creation or a reform from government to market, and in short time, the power of government seem more strong. But with the economic development, government can not replace the market. The article analyses the path of the reform, and indicates we should assort government with market, and make progress step by step, exert the important function of the system of the banks. First, we should set up the system of banks according to the fact of the regional economy, but should emphasise the regional reform from the system of the state-owned banks in short time. Second, we should try to set up new financial makets to acclerate the regional development, and emphasis the function the defferent finanical markets. In the last part, we consider it is important to regenerate the system of the financial safety. We discuss the frame the regional safety based on the deffrenent financial risk, and set forth the main content of reform.
