The railway industry of our country is a very large and complex system, its reform is a very difficult thing. Path dependent on the institution makes it difficult to remove the trace that formed over a long period from the plan economy, the reciprocity on the system makes it difficult to carry through each reform independently, the special situation in China makes it difficult to introduce the reform experiences of the developed countries. But it gives China Railway Reform theoretical value and practical significance precisely because of such difficulties and challenges.This dissertation has chosen the price regulation reform from railway reforms in many areas in China as an entry point for two primary purposes: Firstly, our railway price has been reformed for many years but it is just a process of price adjustment. Of course the government has implemented a partial float mechanism, but the incentive mechanism has not been established and its establishing needs theoretical explications and good methods; Secondly, current reform of investment and financing in China railway is an important form of entry regulation and theory and practice have proved it ought to do with the price regulatory reform at the same time. Several synchronized reforms are more effective.This dissertation pays attention to combine with theory and practice, deduction and induction, static analysis and dynamic analysis, demonstration analysis and criterion analysis. Main contents include: Firstly it summarized the price regulation model system and compared their features in order to provide the basis for mode selection; Secondly it analyzed the status of price regulation of China Railway from reform process, regulatory structure, pricing methods and existing problems in order to understand the current situation of price regulatory reform of China Railway; Thirdly it put forward the reform ideas about gradually increasing the incentive based on the experience of the developed countries and the influence factors of China Railway; Fourthly it further discussed the reform ideas using the principal-agent theory , game theory etc under the hypothesis of asymmetric information. It discussed the problems about moral hazard, adverse selection, investment behavior distorted and regulatory capture in ROR and PCR, and given the solutions; Finally, it put forward the strategy suggestions and supporting measures of the price regulation reform in China Railway. This dissertation contains 11 figures, 20 tables, 120 references.
