Research On Burgeoning Industries' Scalization Of Resource-based Cities

The thansformation of resource-based cities is a difficult problem over the world. The resource-based cities so highly relied on the resource industries that they formed the homeo-industrial structure. This homeo-industrial structure brought about many promlems, for example, slow economic development, fragile ecological environment, and great unemployment pressure. Developing burgeoning industries, especially burgeoning industries unrelated to the resource industries, is the only way to fulfil the transformation. The more unlated the burgeoning industries is to the resource industries, the more complete the transformation is. Developing burgeoning industries of resource-based cities will promote its sustainable developing capacity and fill the gap among the resource-based cities and other cities that can realize the synchro-development of different districts. It is necessary to have a high innovative capacity, including the technological innovative capacity, institutional innovative capacity and environment innovative capacity, to develop the burgeonmg industries for resource-based cities. The innovative capacity of resource-based cities is insufficient because they have formed the path-rely on resource industries. That is one of the most important restraining factor.There are two basic ways to develop burgeoning industries, one to develop the unrelated burgeoning industries to resource industries, the other to develop highly related burgeoning industries to resource industries. The former that need high innovative capacity is difficult, but the transformation is complete. The latter that need low innovative capacity is easy, but the transformation is incomplete. We can classify the transformation method into 6 kinds according to the innovative capacity and the relation with the resource industries. The first is the industrialization of endogenous and exogenous innovative achievement. The second is accepting the industries transferred from the developed countries and districts. The third is becoming the parts of industrial chain of the world or all the country. The fourth is developing traditional non-resource industries. The fifth and sixth is respectively extending the industrial chain horizontally and vertically. In fact, the industrial transformation is the complex of many kind of transformational methods. First of all, the resource-based cities should extend the resource industries, then develop burgeoning industries unrelated to resource industries and fulfil the trandformation step by step.Burgeoning industries have its developing rules. The resource-based cities should follow the rules to develop and scale up the burgeoning industries. First of all, the high demand-income elasticity and high productivity should be considered as the basic standard to choose the burgeoning industries. Second, the depressive industries should be withdrawed gradually. Third, the micro-forming mechism of burgeoning industries should be fully realized so that the better environment can be established. Fourth, the self-organized mechanism should be made full of use. The technological innovation and opening to the world are two important conditions. The former can break the balance of original industrial system and become the important power to form and develop burgeoning industries. The latter can provide information and power for burgeoning industries and become the important disturbing factor of industrial system. Whether the burgeoning industries can be of scalization and how rapidly its speed is depend on the synergetic effect among all kinds of innovative capacity. Insufficient innovative capacity and unbalanced distributing innovative resource of resource-based cities has been the important factor restraining the development of the burgeoning industries. Relative to weak technological innovative capacity, the institutional innovative capacity and environmental innovative capacity of resourced-based cities are weaker. The institutional factor influencing the transformation of resource-based cities embodies whether the central government, provincial government and urban government can form the combined power to promote the transformation. Under present administrative and checking up system, serious short-term and opportunistic behaviour has been existed in urban government. So the central government should been responsible for promoting the transformation of resource-based cities. Environment innovation is also an important factor influencing the development of burgeoning industries of resource-based cities. The environmental factors influencing burgeoning industries' development of resource-based cities include the local market scale, industrial serialized condition and regional position. Especially the industrial serialized condition plays serious important role in development of burgeoning industries of cities. Innovative environment, financial environment and human beings resource environment should been pay much attention in the period of environmental establishment. Innovative environment plays key role in development of burgeoning industries of resource-based cities. Better financial environment is necessary for development of burgeoning industries. Risk investment should been placed to an important position when improving the financial environment. Human beings resource environment should not been neglected because industrial chain can not been formed and developed when lacking the chains of human beings resource.Industrial cluster is the main pattern to develop the burgeoning industries. It has many advantages, for example, cost advantage, market advantage and innovative advantage. These advantages can offset some disadvantages of burgeoning industries faced at the beginning. So the industrial clusters can promote the burgeoning industries to develop rapidly. Industrial clusters can make the tacit knowledge spread effectively among different bodies. At the same time it can form the professional division and promote remarkablely the innovative capacity owing to form the innovative chain. Because of this, it becomes the main pattern of developing burgeoning industries. The policies of promoting scalization of burgeoning industries include industrial policies, financial and tax policies, human beings resource policies and environmental protecting policies, which formed a complete policies' system. Any solo-policy can not function effectively if the policies' system is not complete, so the burgeoning industries' development in large scale will be restrained.
