Our country has adopted a variety of models including clean production, the establishment of eco-industrial Park and the construction of circular economy-based society, to develop the circular economy since 1999. However, having a look at the field of resource recycling and utilizing, the fact is that developed countries'renewable resources utilization rate is very high and big industry scale has been formed.In contrast, our country's renewable resources utilization rate is still at a relatively low level, and the scale of processing enterprises of renewable resources is very small and the technology of circular economy is lack, which indicates that the development of recycling economy in China is still in lower level. As a result, how to promote more effective ways to develop the circular economy of China is need to be studied.This paper first analyses the restrictive factors of the development of circular economy, and then indicates that the realization of large-scale in the development of circular economy is the key to break through the restrictive factors. With the analysis of the renewable sources of waste rubber manufacturing industry to indicate that with the industry scale continuously increasing, the overall technological level and income level of that industry have been improved significantly, and this is the further evidence proving that the large-scale is effective in promoting the development of circular economy.However, the small scale is the fundamental problem to restrict the development of circular economy in our country. For solving this problem, this article is trying to find the way of realizing large-scaled circular economy from the foster of huge enterprises, the development of industrial clusters and the promoting of strategic alliances, and gives some policy suggestions to promote the development of circular economy.
