"The Third Distribution" refers to the third kind of power, such as custom, ethics morals, the ideology and so on, which distributes the social economic resources besides the distribution by market and government. The enterprise credit refers to that the main body of market transaction adopts the reciprocal and sustainable transaction strategy by observing the relevant laws & regulations and social behavior standards established by promises & customs, abiding by the formal or informal transaction contracts. As mentioned above, it also refers to some specific economic activity and economical relation between enterprises or between enterprise and other market main bodies, which manifests the enterprise's wish and ability to fulfill the contract.During the course of construction and development of market economy in China, there exist serious deviations from norm in the field of enterprise credit at present. We must reconstruct enterprise credit according to the new situation, new circumstance and the new request derived from the development of the socialist market economy. It is an urgent need for the healthy development of socialist market economy, the full execution of macroeconomic regulation & control and the surveillance mechanism, the enterprise's survival itself, the maintenance of financial security and the promotion of financial market, the enhancement of our country's international competitiveness, and for the social stability and construction of the spiritual civilization.The enterprise credit can't be reconstructed without benefit mechanism, that is, it needs the market rule. At the same time, it is also necessary to establish the penalty mechanism and leave the information disclosed, which need the laws and regulations made by government. Yet it is far from enough to depend on the power of market and government only. The essence of enterprise credit lies in the enterprise's wish to strictly follow the social behavior standards and fulfill the contract, in the other hand, social custom, ethics morals and the ideology have extremely profound influence on social behavior standards and the enterprise's wish to fulfill the contract, thus, the third distribution has the relatively more direct, intrinsic and effective influence in the course of reconstruction.
