A Case Study On The "Vertical Form Change To Apartment Form" Model Of Rural Housing Reconstruction In Wenling City Of Zhejiang Province

Urban and rural construction is widely concerned all over the world public administrative problem. Nowadays, China makes a certain progress in the urban and rural coordinative development (URCD) with the important measure of building the new socialist countryside, under the background of the new urbanization. As vast rural area is an important part of the motherland great mountains and rivers, it’s an automatic right for the country to share the fruits of reform and development. And agriculture is the source of human clothes and food, of human survival; is the foundation of state economy, of national peace, therefore must be positive to push forward the development of the new rural construction, to create the innovation, to improve the people’s livelihood, to promote the social harmony. All parts of the country respond the call to work out their suitable policies tailored to local conditions, by using a variety of trial pattern to build the new rural construction. At present to carry out rural housing reconstruction, through the combination of landconsolidation platform, is the main way to advance the construction of new countryside, in the eastern part of China.This thesis summarizes and analyzes the practice of rural housing reconstruction in Wenling city of Zhejiang province, extracts some successful experience from it, and further devotes the thinking to achieve urban-rural integration and the exploration of mechanism innovation. Firstly, take the path through the construction of new rural area land management activity, to solve the index of project construction area; secondly, set the reconstruction type in view of the different villages characteristics, and make the choice of reform mode according to each village collective economy and village organization ability and the villagers willingness; then, conduct feasibilities study about the selection of reconstruction model, strengthen the leading role of the government in the rural housing system, and the integration of strength in the whole society to propel the construction of new countryside; finally, improve the protection system of rural housing transformation, perfect the dynamic management mechanism, take a focus on cultivating the rural financial resources, ultimately form the collective economic virtuous cycle for countryside. In this paper, the author took the rural housing construction as the breakthrough point, based on the housing revolutionary practice of the "verticalform change to apartment form" model in Wenling city under the background of new urbanization and new socialist countryside, combined with the basic platform of land consolidation, described an implementation example:the relocation for four villages at the reservoir area in Shiqiaotou Town of Wenling City. This research strives to interpret the new countryside construction progress in the eastern part of China, from the outside to the inside, from the simple to the profound, from the point to the plane, from the single to the whole; tries to propose some practical and feasible suggestions on urban-rural development.This paper focuses on the implementation feasibility of the " vertical form change to apartment form" model, through the analysis of key elements and practice principle, interpretation of the core content, the mode of inspiration, eventually to "find specific ways to solve problems" perfect solution. And the author intends to provide reference for the decision-making of the government and scholars to study, aims at the following two aspects. First of all, to stress the government guidance, to emphasize social multiple input, to mobilize farmers are the core strengths in construction of new rural housing reconstruction. Secondly, to increase the input of public finance, to reform rural financial system, to strengthen rural collective economy are the important means to solve the new rural construction of housing reconstruction funding problems. The hope is that, through this study, to provide the helpful reference for how to carry on the new rural construction, to make the limited power for society construction.
