Under the guidance of the theoretical analysis, the paper explores the establishment of the Enterprise norm, and then according to the actual situation of construction enterprises,the article proposes that we should make the necessary scale to judge the authenticity of the data and use the case-based reasoning principles to determine the fixed base price that similar to the objectives of the project, so that we can work out a reasonable price and improve the successful rate of winning the tender.
