Study On The Theory Of International Maritime Cluster Formation And Development

The international maritime cluster, as one kind of social economic phenomenon, has succeed with worldwide attention through the test of several centuries, with many theoretical problems to be summed up and concluded. The international shipping theory study is imperative with continuous construction and development of the international maritime cluster. The paper mainly discusses the component elements of the international maritime cluster, studies its development and the rule of function evolution, and then analyzes its mechanism of formation and development, dissects its numerical indicators and of freight volume and port cluster development pattern, and puts forward the evaluation index system of the international maritime cluster finally. The paper mainly engages the following study work about the above content:(1) The system analyzes and restricts the concept and characteristics of the international maritime cluster on the basis of study and review of the related literature of the international maritime cluster at home and broad. Also, the system sums up and concludes the formation and development condition of the international maritime cluster on the basis of putting forward and analyzing four kinds of development pattern of the international maritime cluster.(2) The paper discusses and proposes the function evolution of the division standards of the international maritime cluster, supported by the empirical analyses of the relevant content, and then puts forward the necessary main function of six aspects of current international maritime cluster through the analyses and study on the development evolution and its transformation characteristics of three international maritime cluster and discusses the space displacement issues of the international maritime cluster and compares the similarities and differences of the international maritime cluster and hub port.(3) The paper analyzes the role of scale economy on the international maritime cluster operation. Also, the paper discusses the relation of the international economy and development and operation of the current international maritime cluster with the expansion of the port enterprise market and the appearance of sea-to-hinterland as the key point and then discusses the relation of the scale economy and current international maritime cluster development and operation with essential point of network economy and HSS network, puts forward that the scale economy of the international maritime cluster can be considered as the effective and competitive means to the threat competitive counterpart by means of introducing Stackelberg Model.(4) The paper discusses the relativity between two index of port total throughout and container processing volume restricts the relation of port container throughout absolute index under international maritime cluster construction and relative proportion as well as the total throughout. At the same time, the paper analyzes the significance of the international transit container and its absolute and relative proportion.(5) The international maritime cluster port cluster is built up based on the port city cluster with city belt or metropolitan area as the background. Through the analyses of the different levels of the port city cluster and its relative district position of the first port city, the paper discusses the port cluster single center and multi-center construction condition of the international maritime cluster and the port cluster development scale analyses method of the international maritime cluster, and then puts forward the reason of the port cluster different construction from the perspective of polarization and echo effect.(6) The paper establishes the international maritime cluster development capacity evaluation index system with the analyses and discussion of each index. The choice of the index weight selects the combination weight of the subjective expert investigation combined with objective investigation of entropy method. The evaluation method uses the same set analyses method and fuzzy comprehensive analyses method as reference. The result is that the same set method is better with the comprehensive evaluation, higher credibility, simple calculation process and easy comparison of each index result. Therefore, the same set analyses method is taken use as an important means. Accordingly, thirteen direct or potential development capacity evaluation of the international maritime clusters at home and abroad are selected and the relative analyses is made according to the overall and sub-item evaluation result.(7) The paper makes the system conclusion of the study work finally and puts forward many thoughts of the future work, such as the relation processing among city, city cluster and the international maritime cluster, comparison analyses of development and operation pattern of international maritime cluster in the east and west, establishment of dynamic international maritime cluster evaluation index system and influence of the modern logistics on the international maritime cluster and its ports.The paper puts forward the corresponded point of view and makes the theoretical analyses with the international maritime cluster as the object. Also, it evaluates the development condition of the current international maritime cluster at home and broad with China current and potential international maritime cluster as the key point. The points of view and conclusion have the great theoretical value and realistic significance to China current international maritime cluster.
