By introducing foreign direct investment and international import export trade to multinational innovation network based on technology spillover, this dissertation researched the relationship between the technology spillover from open trade and foreign direct investment and the steady economic growth, and discussed the mechanism of Chinese absorbing the technology spillover from multinational innovation network by introducing the variables of dometic research and development (R&D), international R&D, accumulation of human capital, open trade, the productivity difference between the export sector and the domestic sector, positive externality of the export sector.This dissertation researched the meaning and characteristics of multinational innovation network by discussing the background which is the globality of science and technology innovation, the pivotal need of global market development and technology combination, the virtualization of firm's study and innovation, networking of innovation cluster. The methodology of innovation ecosystem was used to explain the ecological progress and structure of multinational innovation network. The affecting factor of multinational innovation network included industrialization of technology standard, the fluxion and recombination of global science and technology sources, the new trend of technology standard cooperation, the progress of IT and network technology.Empirical researches were reviewed about technology spillover and host country's absorptive capability by analyzing industrial organization theory and economic growth theory. The modes of technology spillover of multinational innovation network consist of market competition, technology demonstration and imitation, human capital flow, inter-industry linkage. In order to research the relationship between technology spillover of multinational innovation network and human capital, the dissertation discussed the relationship between human capital and technology absorptive capability, the new characteristics of Chinese human capital flow, the risk and its control methods of Chinese human capital flow.By analyzing the general situations of Chinese FDI, import export trade, this dissertation explored the mechanism of technology spillover of FDI, import export trade and the relationships between technology spillover and economic growth. Based on Feder model, this dissertation discussed the inner mechanism of technology spillover of FDI, import export trade and the impacts on economic growth of human capital, domestic R&D and the technology spillover effects of foreign R&D in an open economy. By building up a model of Coe-helpman endogenous technical spillover, this dissertation verified the impact of imports, as the major channel of foreign R&D spillover, on the domestic research and development, and it also examined the technology spillover effects of export sectors on the non-export sectors through innovation transnational network.This dissertation put forward some policy suggestions to promote all kinds of science and technology innovation by summarizing Chinese conditions of absorbing spillover technology from multinational innovation network, using for reference experience of other countries and regions of absorbing human capital from multinational innovation network. Based on discussing industrial policies to promote and absorb spillover technology from multinational innovation network, this dissertation gave some policy suggestions about absorbing the refluence of overseas human capital and controlling the spillover of domestic human capital. Finally, Some strategic suggestions of actively taking part in cooperation of global technology standardization, voluntarily recombining golobal science and technology sources, optimizing management of overseas knowledge-sharing R&D human capital were put forward from firm's view.
