With the trend of economic globalization is irreversible, our country has become one of the world's largest trading nation, China's foreign trade in the global economy, the macro-environment occupies a pivotal position. Since reform and opening up foreign direct investment on China's economic growth more and more obvious, and has made remarkable achievements, some developing countries have emulated. Along with the improvement of investment environment, with previous domestic shortage of construction funds have been different, in this new situation, the introduction of the way for foreign capital, the introduction of quality, the use of such funds has been changed, how the introduction of more high-quality foreign investment, as well as How to make more efficient use of spillover effects of foreign capital has become a new topic in our country.FDI is considered to promote the world today are the engine of economic growth, for FDI to promote economic growth, what the mechanisms are so far without any definite conclusion. Technological advances are a source of long-term economic growth, one of the current more scholars have become increasingly concerned about the FDI technology spillover effects, which for developing countries to upgrade the technology problem, on the other hand, technology spillover effects has not been independent happened, and eventually carrying the human capital required. The level of human capital to attract foreign investment on the scale, quality, structure and effect of an important and even decisive role. China's rapid economic growth in the background, this article attempts to previous theories of foreign direct investment will be technology spillovers, human capital absorptive capacity and economic growth into the same framework to discuss research, this study on wood-based model Cobb 1 Douglas function and the endogenous growth model to further expand through mathematical derivation and measurement model, all regions combining empirical data analysis, to make objective conclusions and theoretical proposal.Empirical concluded that: foreign direct investment to promote economic growth, and human capital combined with the impact of more significant levels of human capital of foreign direct investment are an important condition to play a role. Higher human capital showed strong absorptive capacity, the middle human capital to some extent, the promotion of economic growth, but no absorption, human capital on foreign technology absorption capacity of a regional phenomenon, the eastern, central and western regions of the absorption capacity must exist differences in human capital such as the eastern part of high school have shown strong absorptive capacity, central and western regions of human capital were not reflected on foreign technology absorption capacity of the spill. In order to take full advantage of FDI spillover effects and the promotion of China's sustained economic growth, this paper proposes the following recommendation: focus on improving the human capital accumulation, in particular, vigorously develop high-level human capital, enhance the human capital contribution to economic growth rate; balanced regional economic development and improving the investment environment in the central and western regions, the development of the central and western regions conducive to the inflow of talent mechanisms; increase the openness of places, so that enterprises more autonomy, improve the innovative capacity of enterprises; devote more research funds to support technological innovation.
