On the basis of first-round compensation limits of conversion cropland into forest in China, in virtue of precious researches in the paper, the follow-up policy of conversion cropland into forest were studied systemically. In order to discuss theories, methods and applications of these policies, and to realize systemic innovation, both the standard research and demonstration research were applied, and the system of these polices about conversion cropland into forest was established. By means of successful experiences of industrial development after conversion cropland into forest in China, the carry out system of the follow-up policy was expressed, and the outer environment of these polices performance was considered. Results showed:(1) Formulation of the follow-up policy on conversion cropland into forest requires the guidance by related theories. Discussed and analyzed the theories according to practical management main problems of conversion cropland into forest, the theoric bases were provided for these policy constructions.(2) The current policy and regulations on conversion cropland into forest should be revised. Some new notions and ways about match measures carrying out and the follow-up policy system construction were put forward. Some problems of inconsistent laws were found. So, it is essential to regulate current system, establish practical and intact follow-up legal system, so as to healthy development of conversion cropland into forest pragram.(3) The follow-up policy framework on conversion cropland into forest is proposed for the first time. On the basis of standard and systemic evaluation to present policies, the active system of benefit sharing was constructed, the market system was induced to increase investing power of conversion cropland into forest, objects were chosen according to different regions, and classified compensation systems of conversion cropland into forest and supporting polices of follow-up development were practical choices which expressed the justice and efficience. Results showed, the main body independent power protected and confirmed by the law was the embodiment of independence, which activized main body largest effience, stopped rent-seeking activities, and standarded engineering circulation.(4) The key to formulation of the follow-up policy on conversion cropland into forest is to motivate the initiative of the management bodies. Engineering multi-targets and outer-benefits of conversion cropland into forest, modulation flaccidity of forest asset collocated market were analyzed in a new point, after conversion cropland into forest. Establishment investment criteria are difficulties. According to analyses of costs and benefits between farmers and local governments, shortages of policies about different investing standards in different regions, unfair and hard-operated problems, the database of investing standard in different regions was established. This provided the foundation of impersonal evaluation to policies, and was the key of subsequent policies after conversion cropland into forest. The systemic structure of costs and benefits decided policy effects.(7) Forming and implementing the policies of conversion cropland into forest need system guarantee. After systemic discussions of follow-up policy of formation and fulfilling mechanism about policy establishment and implement, the result indicated that the formation of follow-up policies consisted of different main bodies, we put forward the policy of follow-up industrial development, communication of the farmer and market, and the optimal strategy of disadvantage elimination.the legal and political environment of follow-up policies was studied.(8) Personal credit and supervising system must be set up. On the base of property right confirmation, the credit-responsibility system of workers was established in order to producing credits and restricting risks. It is essential for us to consummate credit register system of main workers, to strengthen legal supervision, to optimize outer credit restrict system of main bodies, and finally construct intendance system consisted of inner control and outer supervision under restircts of credits and risks.(9) Follow-up policies of conversion cropland into forest must be transformed from political agent to economical agent. In virtue of outer ecological property inherence and forest property bidding system, in order to guarantee realistic and long-term benefits of farmers, to harmonize benefits of main bodies, to be consistent of independent results and targets of policy projects.
