Analysis Of The Effect And Research On The Of Guarantee Systerm Of The Conversion Of Cropland To Forest In Chifeng

As the one of six Forestry projects, the conversion of cropland to Forest is one of important contents during the development of the western region, and it refer to chang the unresonablel manner of land using, reduce water loss and soil erosion, improve the ecological environment, and achieve sustainable developing. This paper systematically analyzed and studied the impliment effect of the conversion of cropland to Forest in Chifeng. The results show that it can improve ecology environment, and promote agricultural production structure and its internal farming and animal husbandry structure, and it also improve the quality of farmland and grain yield per unit,transfer of rural surplus labor, increase income of farmers and herdsmen promote the farming and animal husbandry industrdialization and achieve the overall socio-economic development. The process of implementing project existed various kinds of problems, such as the big funding gap, the imperfect supporting policies, the shortage scientific and technical guidance, the foresty bother, the imperfect project management,the stortage understanging of the police, the pressureof surplus labor and the lagging follow-up industrial development and so on. For the sake of the sustaint development of the project, Guarantee System of the Conversion of Cropland to Forest is found. It is consited of six factors: the financial support syeterm, the policy guarantee systerm, the technological support systerm, the legal guarantee systerm, the supervision and management syeterm and the environmental monitoring syeterm. These factors will together contribute to the smoothly carry out the Conversion of Cropland to Forest.
