The Exploration on economic growth versus the governance on unemployment is one of the most important fundamental themes in Economics. This thesis, from the perspective of the analysis and answers to the reasons how the phenomena have been formed as the fast growth of China's economy (high growth rate, and high cost for growth) and sustaining high unemployment rate (high unemployment rate, and low level of employment) since 1990s, analyzes systematically theories within Marxist Economics relevant to economic growth and unemployment governance, and summarizes the research achievements in the fields of Growth Economics, Development Economics, Transition Economics, and Unemployment Economics within modern economics in relation to economic growth and unemployment governance; explores profoundly the general quantity and structural change relations; and concludes scientifically the general rules on economic growth and governance on unemployment in one country or region in the process of industrialization, urbanization, and modernization. On this basis, linked with the realities both home and domestically facing China in the primary stage of Socialism and their trend of transformation, as well as the status quo that the overall China's economy has entered the mid-phase of industrialization, and the accelerating development session of urbanization and modernization, the thesis makes in-depth research on the problem of economic growth versus governance on unemployment in China, and proposes that in the process of realizing the economic institutional transition in China, the priority shall lie in the accelerating of the transition on the economic growth pattern, thus to promote the growth to enter the track of endogenous growth for modern economics as quickly as possible, to realize the sound and sustainable development of China's economy in a long-term, so that to further catalyze the fulfillment of the mode transition of unemployment governance in China. Then, the thesis analyzes in details the reasons, paths, and tactics to accelerate the realization of the economic growth pattern transition in China. Combined with the deep research on Lewis Turning-Points, the thesis suggests the economic growth and unemployment governance mode for those developing countries in the three processes of industrialization, urbanization, and modernization, analyzes the drawbacks of traditional governance mode on unemployment in China, describes the connotation on the realization of governance mode transition on unemployment in current China and the objectiveness of the choice of non-full employment Equilibrium Theory in a long term, proposes the policy consultation on the acceleration of realizing the governance mode on unemployment in China.The whole thesis is composed of three parts, namely theoretical research, empirical analysis, and strategic choice.Theoretical research part includes Chapter one and two.Chapter one: fundamental theory in Marxist Economics concerning economic growth and unemployment governance.The Chapter, from the perspective of Marxist Economics theories, summarizes systematically fundamental theories in Marxist Economics related to economic grow and unemployment governance; explores the scientific connotation more profound and wider of Marxist economic growth and unemployment theories in the aspects of the realization of the expansion of re-production and the increase of employment supply; states that the Marxist economic growth and unemployment theories elucidate fundamentally the general rules that under the condition of market economy, economic growth will necessarily engender unemployment, which is the theoretical base for us to understand and recognize the relations between economic growth and unemployment governance under the market economy.Chapter two: fundamental theories of economic growth versus unemployment governance in modern economics.The Chapter, from the theoretical angle of modern economics, concludes systematically the fundamental theories from Growth Economy, Development Economy, Transition Economy, and Unemployment Economy and the relevant contents about economic growth versus unemployment governance within modern economics. Through the theoretical conclusion on economic growth versus unemployment governance in developed, developing, and transitional countries, it points out that in the domestic problem of economic growth versus unemployment governance, there are characters both for developed countries, and for developing and transitional countries. Therefore, there is no example to follow to solve the problem of economic growth versus the unemployment governance. The task is hard and challenging, which needs commitment of theoretical and practical innovation to cope with. The Empirical Analysis part is consisted of Chapter three and four.Chapter three: a historical review on economic growth and unemployment governance.The Chapter does further quantitative and qualitative analysis on general change relations toward economic growth and unemployment governance from the aspect of quantitative change relations and structural change relations. Through the summarization of practice about economic growth and unemployment governance in developed, developing, and transitional countries, the part indicates that to further deepen and improve the institutions and mechanisms of market economy, to promote high-tech advancement, and to fulfill the growth pattern transition and the up gradation of industrial structures, are the indispensable way to promote the economic growth and unemployment governance to enter the sound development track, and also the fundamental reason for those developed countries to exceed"the trap of unemployment and poverty for proletariats"Marx has predicted. This Chapter, in practice, provides further reference and experience to solve well the relations between economic growth and unemployment governance for the country now and in the future.Chapter four: a historic review on economic growth and unemployment governance in China.This Chapter, from both theory and practice, focuses on the summarization about realities of economic growth and unemployment governance from reform and opening up in the country, and makes analysis on the finding of economic increase potentiality and advantages in the expansion of unemployment governance spaces for the country in the future. Linked with the Lewis'dual economic theory, especially the analysis and exploration on Lewis Turning Point, the thesis provides the economic growth and unemployment governance in the"three phases"in the process of the destruction of the duel structure of China's economy and society, and the transition to the unitary structure. Combined with the relevant theories stated above, this Chapter makes analysis and exploration on the phenomena of the sustaining fast economic growth (high growth rate, and high cost increase), and sustaining high unemployment (high unemployment rate, and low level of employment) from 1990s, as well as the phenomena of"migrant worker shortage"from 2003.The part of Strategic Choice includes Chapter five and six. Chapter five: to accelerate the economic growth pattern transition of China.This Chapter further describes that under the precondition of the entering of the overall economy into the mid-phase of industrialization, the general laws of industrialization and development cannot be violated, the developing stages during industrialization process cannot be overstepped, yet the traditional way of industrialization cannot be followed. The most important thing is to realize the transition of the economic growth pattern from the traditional extensive economy to the modern intensive one, and thus establish a new pattern of industrialization. It also elucidates specifically why to accelerate the transition of economic growth pattern and how to fulfill it. The core idea is that if only the transition is done that the sound, stable, and sustainable economic growth of China could be better realized. This is the primary precondition to promote the governance on unemployment.Chapter six: to accelerate the realization of the unemployment governance mode transition in accordance with the transition of the economic development pattern in China.This Chapter analyzes the drawbacks and disadvantages of the traditional mode to govern unemployment, and describes the direction and connotation to govern the unemployment status. It points out that, with regard to the status quo in China, namely the primary stage of socialism, the duel structure of rural and urban development, and the mid-phase of industrialization process of the overall economy, it is decided that during the long time before the impending of Lewis second turning point, we can only regard long-term inadequate employment balance as the goal of pursuit for micro economic policy. Therefore, now and during a long time in the future, one of the fundamental tasks to govern unemployment is to catalyze the realization of transition on unemployment governance mode in our country at the requirement of the economic growth pattern change. And at the same time, linked with the analysis above about economic growth versus unemployment governance, it mentions the ideas and tactics in accelerating the transition of unemployment governance mode.
