China's manufacturing industries have got great development since the adaptation of Reforming and Openning. This has not only made the economy of China grow rapidly, but also made the economic structure duly transformed and the high-tech industries greatly promoted. But in this progress, its internal problems, such as framework lagging, low industry convergency, low firm scale benefits, etc., have greatly limited its further development. So as to see from the practical capital, technology, and labor situations, China's being one of the greatest-manufacturing industries basements mainly relies on the lower labor costs, namely the comparative lower cost advantages created by the enormous population. While in these years, the lower cost comparative advantage has been greatly weakened by the other developing countries'manufacturing industries basements arising, and this has made the future progress of China's manufacturing industries impaired. At the same time, the theories and practice of industrial economics and other economics have certified that only the technology promoting and the industry innovation can guarantee the quite great development of manufacturing industries. This means that as the matter carrier of the technology, labor forces'function apparently appeared. Furthermore, the progress and upgrading of China's manufacturing industries also cannot carry out without the labor's attending. So, this has led to one conclusion that we should make research on the quality of labor forces.Otherwise, even though many areas of China have chosen the manufacturing industries as the underpinning industry, only the east area, mainly the Yangzi Tri-area and Zhujiang Tri-area can do it well. The existing literatures had ascribed these areas'success to the capital advantages, technology advantages, labor quantities, etc. But actually to say, they all forget one important thing-these areas have more high-quality labor forces than other areas, especially the western area. In certain meaning, the intrinsic reason of these areas'success should mainly ascribed to the convergency of persons of ability, but not the money or matters.Based on the above, this thesis analyzed the interplay between the manufacturing industries'development and the labor force's qualities with the quality of labor as the research object, by using the theoretical, experimental, positive, historical methodology. The first part of this thesis is about the preface and literatures, then the introduction of the history of manufacturing industries and labor in China in chapter two. Chapter three and four are the main parts of this thesis. In chapter three, the action of labor input to manufacturing industries are analyzed by eight qualitative points, namely the labor productivity, cultivation, demanding levels, exterior stimulation, work pressure, registered permanent residence, composition, education, and two quantitative points, mainly in the productivity. Chapter four analyzed the reaction of manufacturing industries development to the labor force's quality, also eight qualitative analysis, namely the industrial policy, modernization, area difference, industry stickness, organization socialization, globalization, employment domino effection, knowledge right, two quantitative analysis, mainly about the wage integration and gender discrimination. Chapter five is about the conclusion of labor optimal allocation.Through the analysis, this thesis concluded that if we want the manufacturing industries'rapid development, informationlization and modernization come true, taking full advantage of the labor lower cost is important, but the more important thing is to improve the quality of labor forces. Firstly we should reform the existing education system, building up the new talent excavation, theory in practice, etc. Secondly, we should induct the government into the kingcraft of labor market's departure between price and market system. Thirdly, each person should work hard to improve the human right capital deposit, advance the technology fetch and absorb, accelerate the innovation, use the new comparative advantage to replace the former single lower cost advantage. Finally, the firms should do at two areas. One is to dynamically establish stimulation measures to meet the employee's changing demand level and accelerate the enthusiasm and creation. The other is to improve the comparative advantage of the whole firms and industries through the improvement of the degree of integration on industries and areas, and the full advantage of the centralized power of abilities concentration.
