Manufacturing industry occupies an important position in structure of ourcountry industry, and it is such important industry in the stage of industrialization thatits status is not allow to be neglected. In a Long-term, one of the developmentaladvantage in our country manufacturing industry is the large number of low-cost laborforce. But the rising labor cost has becomes an inevitable trend at present, that themanufacturing industry, especially for labor-intensive manufacturing industry, facesmore pressure on severe labor cost rise. At the same time, China’s capital andtechnology-intensive industry has being occupied a certain proportion, but capital andtechnology is not dominant in the fierce competition in the international market,which become an "bottleneck" that restrict our country manufacturing industrydevelopment In addition, the development of our country manufacturing industryfaces with, interior and exterior, adverse macro—environment:on the one hand, it liesthe low-end manufacturing level in the international division of labor in the industrialchain; on the other hand, the "profiteering orientation" of he financial services sectorof China in recent years, to some extent, causes the separation developmentphenomenon between service industry and manufacturing, and " no industrialization"appears in china economic growth. So we can see easily that, the manufacturingindustry in our country suffers from disadvantage restrict factors of internal andexternal.However, the existing research and practice constantly prove that, technology,knowledge and innovation have become the key to the development of manufacturingindustry. So the labor, as the material carrier of technology and knowledge, as themain body of innovation, will play an important role in this process. In the process ofindustry Upgrade, if china manufacturing industry can get through from low-endmanufacturing to high-end manufacturing, from traditional manufacturing to hightechnology equipment manufacturing, must have efficient participation of labor.Under the premise of other conditions (resource, capital, technology and so on) can not change in the short term, as a developing country, if we want to develop themanufacturing industry, must give more emphasis on the labor,which is the materialcarrier of technology, and knowledge and the subject of manufacturing development,especially on labor quality improvement and effective configuration, in order toprevent “the vicious spiral growth” in manufacturing industry.This paper will give a deeper-analysis to our country manufacturing industry laborproblems, on the basis of analyzing the importance in industrialization process, anddevelopment situation and problems of manufacturing, through the use ofcomprehensive macroscopic statistical data, involving economic, labor and otheraspects. On this foundation, we put forward a few suggestions, which may, to someextent, stimulate optimize configuration of our country labor force in themanufacturing industry and industry development.Firstly, The paper analyzes that the manufacturing industry, as the entityeconomy the core departments, plays an key role of economic development, as well asthe special effects to the economic development of our country at present. Theanalysis shows that, the manufacturing industry is characteristic with increasingreturns to scale, and has synergistic effects, can bring the increase of social wage, willcontinuously improve the government taxes and business investment dimensionsexpand. In the stage of industrialization, the development of manufacturing industry isconducive to the protection of our country industrialized quality and economicstructure transformation, upgrading of the industrial structure smoothly of our country.But, the development of our country manufacturing industry is facing a lot ofproblems. Secondly, this paper analyzed a variety of labor problems that the China’smanufacturing industry is facing, such as a lot of low quality labor restricting laborintensive manufacturing enterprises, and the brain drain restricting technology,capital-intensive manufacturing enterprise development. This paper argues that theprice of labor has considerable appeal for high-quality, and taking quality as the coreof the optimized allocation of labor has important significance to the manufacturingindustry development in long term. Then, we selected several labor indicators whichinfluence development of manufacturing industry, and quantitative the indicators, and make empirical analysis between the growth of manufacturing industry and itsinfluence factors through the measurement model, and obtained the primary factorthat influence development of manufacturing industry in our country. Finally, thisarticle put forward policy recommendations of the optimized allocation of labor fromthe perspective of manufacturing industry development, containing four angle: systemof environmental factors (mainly refers to the trade factors), the upgrading of theindustrial structure, manufacturing industry human capital cultivation, micromanufacture enterprise internal staffing.
