With the arrival of information era, new economic factors namely knowledge, information and technology as their cores, have begun to permeate through the various fields of our socio-economic life, and have had a positive effect on the formation and development of new industries as well as relationship between industries, then have had an impact that can not be overlooked on the world industrial restructuring and evolution. The tendency of economical globalization has gradually deepened, and countries in the world accelerated the pace of its industrial restructuring. Significant changes, however, have taken place for the focus and content of industrial restructuring comparing with the end of the 20th century. The focus of industrial restructuring mainly focused on the adjustment of the proportional relationship between the structures of the three industries for most of the developing countries in order to promote the economic development. While the proportional relationship between the structures of the three industries for most of the western developed countries has become more reasonable, and is directing industrial internal structure sophistication from the rationalization of the industrial structure. The focus on industrial structure is shifting to information industry and knowledge-based industry; within the tendency of high-tech industrial internal structure and service has become increasingly prominent. This dual adjustment of the industrial structure, have had a positive impact on the transfer of industries in the world. The transfer from Newly-industrialized countries to developing countries, particularly to the relatively undeveloped countries is one or a few industrial (industry) chain, and it is the gradually shift of industrial structure; but the transfer from the developed countries have gradually shifted to the process of industrial added-values. Beijing-Tianjin-Tangshan District as China's relatively rapid economic growth has missed the shift of Japanese and South Korean industry readjustment. In spite of development and self-adjustment after several decades, the industrial structure in Beijing-Tianjin-Tangshan District has not got to the extent of a reasonable state nowadays. The problem of regional industrial structure similarity, the degree of regional industrial internal structure rationalization and sophistication which is relatively low and the level of Industrial co-operation which is poor remains seriously affecting the international industry acceptance on added-values process from the regional industrial structure and restricting the improvement of regional economic competitiveness. Therefore, the industrial restructuring in Beijing-Tianjin-Tangshan District has become a very urgent matter facing with new tendency of transfer of the international industrial structure and requirement of economic development in Beijing-Tianjin-Tangshan District. At the same time, adjustment of industrial internal structure in Beijing-Tianjin-Tangshan District is an inevitable requirement for regional economic development and a necessary condition for achieving docking between Beijing-Tianjin-Tangshan District and international industrial value-chains. In this paper, the writer discussed and studied regional economic development in Beijing-Tianjin-Tangshan District from perspective of industrial restructuring even the regional industrial internal restructuring based on the profound understanding of this issue.The specific contents of this paper are divided into six parts as follows:Part 1 gives an interpretation and description about the conception of industrial structure as well as the relationship between industrial structure and regional economic development, and also gives a brief review about insufficient aspect in the interpretation of the regional theory of growth to explain regional economic development. The regional equilibrium theory of growth namely Rosentein-Rodon, Nurkse ,Rossmann and so on as the representative Seems very perfect, but it farthest from objective reality of regional economic development unable to explain the process of regional economic growth in reality. Although the non-equilibrium theory of growth namely Myrdal, Albert O.Hirschmann, Walt-Whiteman, Rostow, Perroux as the representative explained the gradually growth among the different regions, it could not give an perfect explanation on regional industrial structure similarity, low industrial association, regional industry leading poorly and radiating weakly to the surrounding areas. Therefore, we study regional economic development only based on industry and industrial structure which is the most important part of regional economy. And then give a brief review about correlative theory of industrial structure. The theory of industrial structure will be divided into the theory of industrial division, industrial structure evolution and industrial structure optimization. However, these theories of industrial structure which describe the process of three times industries structure evolution and search for the dominant industry of constant replacement only gives a rough division from the medium measure. In the process of regional economic development, which industry should be restructured? And how restructure? The theory of industrial structure only discussed the general law, and did not give clear guiding suggestions.Part 2 summed up the model and experience and lessons at home and abroad of the readjustment of the industrial structure. Firstly, we describe and sum up the process and mode of the regional industrial restructuring in the United States, Japan and South Korea. Secondly, we elaborate the mode and characteristics of industrial restructuring in Changjiang triangle and Zhujiang triangle where the domestic regional economic development relatively proceeds rapidly. Then make some positive references for industrial internal restructuring of Beijing-Tianjin-Tangshan District.Part 3 mainly discusses the relationship between industrial structure and regional economic development. Firstly it analyses the principal objective and general way of regional industrial restructuring and the policies adopted by the government as well as what roles should they play in the process of the regional industrial restructuring? Does the government lead or the market drive? We will give a clear standpoint. In addition, the favorable development of the regional economy needs reasonable industrial structure as well as the dominant industry of constant replacement. Therefore, it performs a positive function that the rationalization of the industrial structure and industrial structure sophistication for continuous and stable development of the regional economy.Part 4 gives the rationalization and Advancement model to evaluate the regional industries, which provides the basis for the evaluation of the Beijing-Tianjin-Tangshan region. AT first, we proposed the standards and model of the rationalization model of the industry, and then recalled the relevant methods and model of industry association analysis. Second, we provides measurement evaluation model of advanced industry at the basis of summing up the traditional models and methods.Part 5 provides an empirical analysis of the industrial structure for he Beijing-Tianjin-Tangshan region. In chapter six, firstly, we give a review about the history of the industrial structure in Beijing-Tianjin-Tangshan District and describe the present state of the industrial development in Beijing-Tianjin-Tangshan District. In order to clarify the situation of the industrial structure in Beijing-Tianjin-Tangshan District, in the first, this dissertation namely chancery, three times industries structure as the Coordinate structure and traditional analytical method and improve method analyses proportional relationship between regional industries. And then make an interdependency analysis for the relationship of input-output of Industrial Structure in Beijing-Tianjin-Tangshan District depending on direct consumption coefficient, completely consumed coefficient, Leontief inverse coefficient, induction coefficient and influence coefficient and other factors in order to illustrate the respective share of weight of the regional economic development of the three time industries. So we can do the judgment for the reasonableness of the industrial structure in Beijing-Tianjin-Tangshan District. At the same time, we select time series data of Beijing-Tianjin-Tangshan District and effect evidence analysis for regional industrial structure sophistication by means of a measuring model to make the appropriate judgment for the state of regional industrial structure sophistication.Part 6 is the last part of this paper, which includes Chapter 7 and Chapter 8.Fisrtly we conducted in-depth and detailed analysis for the problems of the internal structure of the agricultural industry, secondary industry and service industry, and we propose the goals and steps of the adjustment of the industries which it would start from now on. Finally we proposed some in-depth ideas and methods which are able to conduct in practice.
