With the development of economic globalization and Hi-tech, the scale and level of Hi-tech industry decides the economic development and overall international competitiveness. Thanks to the Hi-tech, human beings are able to push forward the productive forces, enjoy a better-satisfied life and change the society deeply. It was considered that Hi-tech should be at the forefront of science and times. In other words, Hi-tech should be "clean technology" which is environmentally friendly. However, since the development of Hi-tech industry (group) in 1970s, the so-called "clean Hi-tech" has brought varies pollution to the ecological environment. Not only does the pollution worsen the environment, but also it reflects a higher cost and less profits caused by the high energy consumption and low output. How to achieve a sustainable development for the high technology becomes a crucial problem.Through the comparison of the Hi-tech in Korea, Japan and China, this paper tries to find a sustainable way from the perspective of recycling economy with a view to lowering the energy consumption, alleviating the pollution and improving the industrial efficiency.This paper adopts the method of contrastive analysis, qualitative analysis and quantitative analysis to compare the development feature in Korea, Japan and China. The data collected are analyzed with the help of various discipline knowledge and analyzing methods. It can be divided into five chapters. The first one is about the background, theoretical basis and research framework; the second summarizes the literature review and introduces the theory of recycling economy, aiming at paving the way for further research into the sustainable development of Hi-tech; the third mainly introduces the condition of sustainable Hi-tech development in Korea and Japan, including the current situation, characteristics and experience of the Hi-tech development; the fourth mainly introduces the current situation of Hi-tech development in China, summarizes the problems existing in the development and proposes suggestions for its sustainable development; the fifth mainly summarizes the whole paper.
