Government-embeded Modern Agricultural Transformation

Practice of the household contract responsibility system has clarified the production and management state of households. However, fragmented farming and household management were unfavorable to the modernization of agriculture, which, currently, was tendency of world development, and also important strategic choice of China. How to bring household agriculture into the modernizing process, a practical issue, was the starting point of this research. Taking wheat demonstrating area built under the help of government in Xuchang, Henan province as case, this paper tried to answer two questions. One was that how government had undertaken the modernization of agriculture and how it worked, the other was that what reaction different interests had made to the modernization.It considered that in context of China, theories of modernization agriculture, such as that of market, technology and human capital could not stand in advantage for the lack of dominating motivation. Thus, path of "governmental implant" was adopted here. Firstly, wheat demonstrating area in Xuchang was product of policy, which was in order to set an example for modern agriculture, and the government paid attention to the introduction of modern elements and join them with agriculture. Secondly, the assemblage of modern elements on agriculture modification created the competition among various bodies. The co-exist and conflict of different interests, like farmers’expectation of income-rise, markets’need of benefit and government’attention of achievement affected result of modification.The success of wheat demonstrating area mentioned above indicated that "governmental implant" was necessary and effective in the modification of modern agriculture, which was based on introduction of elements, integration of sources and coordination of interests. However, in long term of agricultural modernization,"governmental implant" was only a motivating force and had its own limits.
